Description

The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division (EAD), Simplified Acquisition Branch - Kansas City, MO, intends to award on a sole source basis a firm fixed price contract, under the statutory authority of FAR 13.106-1(b)(1)(i), Quantitative Engineering Solutions, LLC., for twenty (20) power supply enclosures to be used on thunder storm sensors. The sensors are being purchased for the National Weather Service as part of the Interagency Agreement with the U.S. Navy. The ASOS program is responsible to the Navy for the procurement and testing of all sensors on ASOS systems worldwide.



Sole Source Justification:



The required supplies must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement. As a logistical spare used to repair existing operational equipment, these power supply kits MUST be identical in form, fit, and function to the originally fielded assemblies. Quantitative Engineering Solutions (QES), LLC is the only vendor with prior quality control certification from the NWS National Reconditioning Center to build these power kits. If another vendor is selected, the process quality and testing required will take up to a year to complete with no guarantee of successful results. The power assembly enclosure is a complex unit that includes a heater, thermostat, data translator board, fiber optic modem, and 5-volt and 24-volt direct current power supplies. The QES power supply meets ASOS requirements and provides advanced awareness of potential lightning threats, so the Navy can quickly assess risks, promptly circulate advance warnings, and initiate safety procedures to save lives and equipment with full confidence.



This notice is not a solicitation for competitive quotes, nor will one be posted on Contract Opportunities. However, if an interested party believes that it is capable of meeting the requirements and be in compliance with the above justification, they may submit substantiating documentation in writing within the open period of this notice. Responses can be sent via e-mail to tyran.claypool@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.



All responsible sources may submit a Capability Statement in accordance with the solicitation, which shall be considered by the agency if received on or before 11:00 AM EDT on August 23, 2023. The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.



It is the Offeror’s responsibility to ensure that any submission transmitted to the specified Government representative(s) is received prior to the due date specified herein.



This notice will remain open from August 8, 2022 to August 23, 2023.
