This is NOT a request for proposals, applications, proposal abstracts, or quotation. This courtesy Notice of Contract Action only shall not be construed as an obligation on the part of the Government. Synopsis:



This is a Sole Source synopsis published for informational purposes only.



The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZG), Edwards AFB, CA intends to issue a sole source contract to Jack Brown’s Seaplane Base Inc. for the Seaplane Flight Training Course requirement.



The contract will be executed by means of other than full and open competition, as Jack Brown’s Seaplane Base Inc. is the sole small business source capable of fulfilling the mission requirements within the limited timeline necessary. The requirements for this program is to increase airmanship and provide seaplane training to multiple, qualified TPS grads in a condensed timeframe as to not disrupt the 461 FLTS flying schedule. Due to the availability of the majority of the 461st ops team, dated for the program were set between 20 Feb and 1 Mar 24. Booking multiple aircrafts is highly desired in order to train all team members within the limited time frame. Aircraft being utilized for private seaplane flying is expected to include the Pipe PA-18 Super Cub and Cessna 172. The requirements for the training include: ground school, aircraft rental, 5 hours of dual flight instructions, an aircraft check ride, course guide and FAA examiner's fee.



Due to these specific requirements and the limited timeframe of availability for the 13 JSF pilots needing this training, no applicable potential sources were identified through the Request for Information posted to SAM.gov. Jack Brown's Seaplane Base Inc., a small business, was located as the sole small business source with a training course offering the necessary requirements within the requested timeline.



The authority permitting other than full and open competition is 41 USC 1901 - FAR 13.501(a) Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in-




  1. Substantial duplication of cost to the Government that is not expected to be recovered through competition; or

  2. Unacceptable delays in fulfilling the agency's requirements.



It is recommended to obtain a solution to this requirement from Jack Brown’s Seaplane Base Inc. There is an urgent need for this seaplane flight training course in the limited timeframe of 20 February 2024 through 1 March 2024, the sole timeline the JSF pilots are available at this time. As a result of this market research, it is in the best interest of the government to move forward with a sole source acquisition to Jack Brown’s Seaplane Base Inc. in order to fulfill the needs of this requirement and allow the JSF pilots to move forward in their training and expertise.

The Air Force Test Center has appointed an Ombudsman to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Concerned parties should address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution prior to consulting the Ombudsman.
