Description

The purpose of this announcement is to conduct Market Research for sources interested in providing the Department of Homeland Security (DHS), Federal Law Enforcement Training Centers (FLETC) with Non-Lethal Training Ammunition (NLTA). FLETC, Glynco, GA, anticipates multiple IDIQ firm fixed price award(s) as a result of this requirement for non-lethal training marking cartridge ammunition in various calibers for law enforcement officer firearms training courses at FLETC as follows:



Marking and NON-Marking Cartridges



9mm Non-Lethal Marking Cartridge



9mm Non-Lethal Non-Marking Cartridge



.223Rem/5.56mm Non-Lethal Marking Cartridge



.223Rem/5.56mm Non-Lethal Non-Marking Cartridge



The minimum guarantee for the resultant award(s) is 1,000 rounds per contract per year. The maximum limit for the resultant award(s) is estimated at $1.6 million dollars per year, $8.0 million dollars over life of contract(s). If more than one (1) contract is awarded, the maximum limit will be split between all awards. The contract will consist of a base year (12 months) and four 12-month option years (total 60 months/5-years in duration).



The bidder(s) may have to ship to multiple locations due to all Federal agencies utilization of the resultant contract(s) so delivery orders placed will vary in size and delivery location. Pricing to include any FAET and shipping costs based on delivery to the FLETC Glynco GA 31524 location established in the proposed solicitation.



This acquisition will be solicited using the Two-Step Sealed Bidding Method in accordance with the procedures of Federal Acquisition Regulation (FAR) Subpart 14.5 – Two-Step Sealed Bidding. The NAICS code is 332992, with a small business size standard of 1,300 employees.



All ammunition must meet the specifications attached.



The due date for sources sought information is 2:00PM on April 24,2024 and shall include vendor information, SAM Unique Employer Identification Number (UEI), size standard, manufacturing information/specific location, product information. The solicitation Step One Technical will be posted at www.sam.gov on or about May 20, 2024 and will close on or about June 20, 2024.
