Description
Pre-Solicitation Notice for a SDVOSB/VOSB contractor to provide a one year contract for three Handicap Accessible Buses (not vans) and drivers to accommodate the off-campus routes.

There will be 3 elements to this contract, first being offsite parking areas, second will be the off-site clinic pickups and the third will be the Intra-Campus shuttles.

The contractor is expected to provide three the Handicap Accessible Buses (not vans) and drivers to accommodate the off-campus routes. Based on the current operations, it is estimated that the contractor will be providing Round Trip shuttle service to two off-site clinics, two offsite parking areas and the train station. Included in Connecticut VAMC off-site parking area shuttle stops. Connecticut VA Medical Center 950 Campbell Avenue, West Haven, CT 06516. The offsite parking areas are known as the Mantilla Parking Lot, 325 Campbell Ave, West Haven, CT 06516; the Polish American Club Parking Lot, 194 W. Spring Street, West Haven, CT 06516; the West Haven Railroad Station, 20 Railroad Ave, West Haven, CT 06516. Proposed hours of operation for off campus parking and train station are 6:00 AM to 6:00 PM. Critical hours of Staffing due to anticipated increase riders are 7:30 AM to 9:00 AM; 11:00 AM to 1:00 PM; and 3:00 PM to 4:30 PM daily. The total round-trip mileage is estimated to be 12 miles, the shuttles will transport an average of 90 passengers per day.

The off-site clinics are known as Orange VA Clinic, 200 Edison Road, Orange, CT 06477; The CRRC, 114 Orange Avenue, West Haven, CT 06516 and main campus 950 Campbell Avenue, West Haven, CT 06516. The three locations listed will be the only stops for this shuttle service, riders will consist of primarily handicapped and non-handicapped employees along with patients and family of the Connecticut VA Medical Center. Stops at each location should be approximately every half hour. Location of any contractor furnished equipment will be at the back northwest end of Parking Lot 12. Contractor will keep a count of patients and employee s riding and provide report at the end of each week. Proposed hours of operation for the Orange Annex and CRRC are 7:00 AM to 5:00 PM Monday through Friday, excluding Federal Holidays and any other day specifically declared by the President of the United States to be a Federal Holiday. Critical hours of Staffing due to anticipated increase riders are 7:30 AM to 9:00 AM; 11:00 AM to 1:00 PM; and 3:00 PM to 4:30 PM daily. If deemed necessary by the Government, the hours of operation may be periodically adjusted based upon volume, demand, and weather. Specific routes and times will be dependent on traffic, weather, and ADA patient ridership. Contractor will place Automated External Defibrillators in each shuttle bus, GPS tracking units, these units will have connectivity with a smartphone application and will enable passengers to predict arrivals, track the location of shuttles, set up alerts, set up favorite routes, and receive announcements regarding delays.

The Intra-Campus Shuttles should consist of two ADA compliant shuttles will use government-furnished shuttles for the Intra-campus routes. Two shuttle stops will include, Main Entrance building 2; Entrance to building 5; three stops marked in main large parking lot; bus stop enclosure at main campus entrance off Campbell Avenue; and in front of building 12a, bus stop enclosures in parking lot 18; Riders for both could consist primarily of handicapped and non-handicapped patients and families. Secondary riders would consist of handicapped and non-handicapped employees of the Connecticut VA Medical Center. Location of Government furnished equipment will be at the back northwest end of Parking Lot 12. Proposed hours of operation are 6:00 AM to 6:00 PM Monday through Friday, excluding Federal Holidays and any other day specifically declared by the President of the United States to be a Federal Holiday. Critical hours of Staffing due to anticipated increased patient traffic are 6:00 AM to 8:00 AM; 11:00 AM to 1:00 PM and 3:00 pm to 5:30 PM daily. If deemed necessary by the Government, the hours of operation may be periodically adjusted based upon volume, demand, and weather. Specific routes and times will be dependent on weather, and ADA patient ridership and onsite construction. Each stop will have a shuttle at approximately every 15 minutes.
The full solicitation will be posted on the System for Award Management (SAM) located at https://www.sam.gov on or about May 10, 2024, as a SDVOSB/VOSB Set-Aside. The applicable NAICS code is 485991 with a size standard of 16.5 Million. The PSC is V212. All interested parties should register via the SAM portal at https://sam.gov to be eligible for participation in the solicitation. It is the responsibility of the offeror to monitor and download amendments from SAM which may be issued to this solicitation. Prospective firms must be registered in the system for award management (www.sam.gov) prior to award.
