Description

THIS IS NOT A REQUEST FOR QUOTE (RFQ) AND NO SOLICITATION IS AVAILABLE. The Department of Energy (DOE) intends to issue a Firm Fixed Price award to a single source under the authority of FAR 6.302-1(a)(2)(ii) - Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. DOE intends to award this requirement as a sole source to Cook’s Mechanical Services (CMS.) CMS is the sole provider for the required upgrade to the existing HVAC system.



The contractor shall provide the Department of Energy (DOE), Office of Scientific and Technical Information (OSTI), the required replacements of four Variable Air Volume (VAV) reheat hot water coils.



OSTI’s HVAC system was completely replaced in 2021 by CMS. Due to recent extreme cold weather, it was discovered the replaced HVAC system was not heating the exterior window offices properly or at an acceptable temperature. CMS performed an extensive analysis of the existing system and diagnosed the problem with the HVAC system as a design flaw in the original engineering HVAC design. CMS, along with consultation with the system manufacturer, has proposed the replacement of the existing VAV reheat hot water coils to increase VAV box heat output. The current hot water coil capacity is 19.32 mbH (1,000 BTU/hour,) the replacement hot water coil capacity is 36.34 mbH, for an increase in heat output of 88% or 17.02 mbH.

The original contract for the HVAC system installation was awarded to CMS in FY 2019 (contract number 89243119CSC000048 - $3M) and was completed in August of 2021. The contract was a direct award under the Woman Owned Small Business (WOSB) Federal Contract Program. The NAISC code for this requirement, 238220 - Plumbing, Heating, and Air-Conditioning Contractors with size standard of $16.5M, is no longer listed in the current NAISC code list for the WOSB program. Therefore, the award cannot be directly awarded under the WOSB program.



Due to the familiarity and knowledge of the design of the HVAC system, CMS is the only viable contractor that can install the VAV hot water coils. The recommended system changes are unique to CMS due to the analysis they performed on the existing system’s engineering design, which lead to the discovery of the design flaw.

The North American Industry Classification System (NAICS) code for this requirement is 238220 – Plumbing, Heating, and Air Conditioning Contractors, with the size standard of $19M. This notice of intent is not a request for proposals or quotes.



THIS IS NOT A REQUEST FOR QUOTE (RFQ) AND NO SOLICITATION IS AVAILABLE. Notwithstanding, any vendor who believes it can meet the requirement as stated herein may submit a response, which will be considered only if received by 5:00 p.m. Eastern Daylight Time on March 14, 2024. Responses to this posting must be in writing and submitted to paynet@osti.gov. A determination not to compete the proposed order based upon the responses to this notice is solely within the discretion of the government. Please note that any prospective offeror must be registered in the System for Award Management (SAM) at www.sam.gov prior to award in accordance with FAR part 4.11.
