16 April 2024 Update:



Based upon market research, FEMA intends to conduct two acquisitions for the services outlined in the RFI Draft SOO. For the first acquisition, FEMA intends to conduct a small business set-aside to procure BRIC DTA Strategic Coordination and Communication Support Services. Please reference the FEMA Acquisition Planning Forecast System (APFS) Announcement F2024065771 published on April 11, 2024. Additional information regarding this requirement will be released in late May 2024.



FEMA continues to finalize the remaining requirements as described in the draft SOO and will publish more information as it becomes available. FEMA will communicate BRIC DTA Acquisition updates using SAM and/or GSA resources. FEMA will continue to update the RFI in addition to issuing specific announcements for each acquisition. No additional information will be provided via email.

As announced today, FEMA is holding a Virtual Industry Day for Building Resilient Infrastructure and Communities (BRIC) Non-financial Direct Technical Assistance (DTA) on Wednesday, July 12, 2023 from 1:00PM to 3:30 PM EDT. Please reference the Industry Day Flyer for details.



In light of this announcement, FEMA is extending the closing date for this RFI until Wednesday, July 19, 2023, 3:00PM EDT. We encourage firms and organizations interested in this requirement to respond to this RFI as well as attend Industry Day.



The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA) requires contractor support services to enable the FEMA Building Resilient Infrastructure and Communities program to enhance the foundation of its non-financial Direct Technical Assistance initiative and to deliver non-financial direct technical assistance to communities and tribal nations. The purpose of this RFI is to 1) solicit industry feedback on the attached draft Statement of Objectives, 2) understand industry capabilities to meet FEMA’s requirements as outlined in the Statement of Objectives, in whole or in part, and 3) collect information to enable the development of a future acquisition strategy.
