Description

THIS IS A SOLE SOURCE SYNOPSIS: AMIC DET 2 OL/PKA has a sole source requirement for Radiation Calibrations. This is a Sole Source with Eckert & Ziegler Analytics, Inc. IAW FAR 13.106-1(b)(1), Eckert & Ziegler Analytics, Inc., is the only source to be able fulfill the highly specialized needs of this requirement. All other awards would sustain substantial duplication of cost to the Government that is not expected to be recovered through competition; or unacceptable delays in fulfilling the agency’s requirements. IAW FAR 5.207(c)(15), Eckert & Ziegler Analytics, Inc., is the only source capable of fulfilling the government’s requirement for Radiation Calibrations. (See Attachment 1 – SOO). The Radiation Calibrations are unique mixtures that supports the Air Force Technical Application Center (AFTAC) Laboratory Measurement Branch. No solicitation documents exist at this time. This item utilizes North American Industry Classification System (NAICS) code of 325180.



IAW FAR 5.207(c)(16)(ii) All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive quotes; however, the government will consider any responses from capable sources received within 14 days after date of publication of this synopsis to joshua.acevedo.1@us.af.mil. Phone calls will not be accepted.





5352.201 -9101 ACC Ombudsman



(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.



(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of 0MB Circular A-76 competition performance decisions).



(c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Deputy Director of Contracting, AFICC /KC (OL-ACC), 114 Thompson Street, Bldg 586, Room 129, Langley AFB, VA 23665, telephone (757) 764-5372 (DSN 574-5372) email: acc. a7k1@us.af.mil. Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/DRU/SMC ombudsman level, may be brought by the interested party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS)

(d) The ombudsman has no authority to render a decision that binds the agency.



(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.
