In accordance with FAR Part 10.002 (b)(2), this Request for Information (RFI) is for planning purposes only. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, the Government reserves the right to revise specifications and refine contract requirements before the release of any associated solicitation. This is NOT a Request for Proposal (RFP) or Invitation for Bid (IFB). Other information provided in this notice is subject to change prior to release of a solicitation.
OVERVIEW
The Department of Veteran Affairs, NCO 6 is conducting market research to identify potential sources for services described in the scope of work describe below. The place of performance will be at the Richmond VA Medical Center in Richmond, Virginia.
In an effort to enhance opportunities for Service-Disabled Veteran Owned Small Businesses (SDVOSB) as required by Public Law 109-461, specifically the Veterans First Contracting Program, NCO 6 is performing preliminary market research to identify interested, qualified, capable, SDVOSB and VOSB firms possessing the capacity necessary to compete for a VHA procurement opportunity. In case no SDVOSBs or VOSBs possess the capacity, all Small Businesses possessing the necessary capability and capacity are encouraged to provide a response. A set-aside determination has not been made at this stage of planning.

SCOPE OF WORK
The Contractor will perform all professional services necessary to replace the existing 2 pipe with 2 ½ pipe in the 4th MRI Pump Room of the Richmond VA Medical Center.

INSTRUCTION FOR RESPONDING:
