1. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes.

2. The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide Grounds and Tree Maintenance Services at Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii. The work includes, but is not limited to, maintaining grounds areas (prestige grounds, improved grounds, semi-improved grounds, operational areas, and maintaining storm drainage systems) to ensure a healthy and sightly appearance. The Contactor shall perform edging, lawn maintenance, vegetation control, irrigation systems operation, debris removal, shrub and hedge maintenance, plant maintenance, plant bed maintenance, tree maintenance, brush/grass maintenance, tree maintenance, artificial turf maintenance, maintenance of xeriscape areas, playground fall zone maintenance, vegetation control, canal maintenance to ensure unrestricted flow of water into the main drainage systems, removal of obstructions and vegetation control in storm drainage systems to ensure unrestricted flow of storm water runoff, clearing mangroves, scheduled pest control services, vegetation management to ensure facilities are free of vegetation pests, controlling lawn, turf and ornamental plant pests to ensure facilities are free of lawn, turf and ornamental plant pests, herbicide services, weed control.

3. The contract term will be a base period of one year plus four option years. The total term of the contract, including all options, will not exceed 60 months. The Government will not synopsize the options when exercised. Procurement Method: Contracting by Negotiation. The NAICS Code for this procurement is 561730 and the annual size standard is $9,500,000.00.

4. Interested sources capable of providing the required services must respond by e-mail to julie.m.shimoda.civ@us.navy.mil no later than December 20, 2023. Interested sources shall provide their response using Attachment S-1.

5. No other information is required at this time. Please do not submit brochures, letters, etc. This sources sought announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on responses to this notice. This Sources Sought Synopsis is not a Request for Proposal (RFP); it is a market research tool being utilized to determine the availability of sources prior to issuing an RFP. Based upon the Government’s market research, the Government will determine the set-aside method for the procurement.
