Description

REQUEST FOR SOURCES SOUGHT



(NOT A NOTICE OF SOLICITATION)





The United States Army Corps of Engineers (USACE), Detroit District is seeking information on potential sources and feedback on the product requirements as identified under the project description paragraph.





This Sources Sought Notice will be utilized by the U.S. Army Corps of Engineers, Detroit District to establish a list of sources interested in the Sault Material Storage Facility and Improvements project. Interested sources are encouraged to respond.





The result of this market research will contribute to determining the method of procurement if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. The estimated magnitude of construction is between $5,000,000 and $10,000,000.





This is NOT a Request for Proposal (RFP) or Invitation for Bid (IFB) and is for market research purposes only.





PROJECT DESCRIPTION:





The project site is located in Sault Sainte Marie, Chippewa, MI, and the project consists of work from four separate packages that will be recommended to be design-build construction contract at the Soo Lock Complex. Please indicate if you’re able to complete work on both Part A and Part B. If you’re unable to complete both parts, please indicate which part you’re able to complete.





PART A





1. Sustainable Asset Inventory Management and Safe Material Storage: This feature of the project includes design and construction of a 100’ X 250’ steel prefabricated storage building for the sheltered storage of Lock Operations and Maintenance’s critical equipment and materials, design and construction of building’s foundation, demolition of the existing storage building that is approximately 18,000 square feet, adding approximately 12,000 square feet of addition storage yard, removal of 5 small trees. conducting miscellaneous site work and replacing existing fencing and security gates.





PART B



2. Maintenance Storage Building (MSB) West Site Access Pavement, Environmental, and Security Rehabilitation Design and Construction: This feature is to reconstruct and expand the existing parking lot that is approximately 25,000 square feet , installing necessary drainage pipe and catch basins to correct the drainage issues with new features, painting/restriping parking spaces, upgrading the security vehicle access gate, rehabilitate or install new bollards and approximately 200 lineal feet of chain link fencing, installation of approximately 6 light fixtures, relocation of two existing transformers (4160 VAC to 480 VAC and 4160 VAC to 120/240 VAC), and installation of a new or rehabilitation of the existing guard house.



3. Facility Service Access Road Rehabilitation: The facilities main service access roadway is deteriorated and has poor drainage. The roadway requires a full rehabilitation. This feature is to remove the existing curbs, pavement and subbase material and replace approximately 1400 lineal feet of 8” thick concrete pavement with 2” asphalt with a nominal width of 18 feet. Project also includes storm sewer drainage and adjacent parking improvements.



4. Brady Park Sewer Repair: This project includes surface drainage improvements, design and repair of less than 200 lineal feet of existing sewer pipe and installation of a new drainage manhole.





The North American Industrial Classification System (NAICS) code is 237990, Other Heavy and Civil Engineering Construction, which has a small business size standard of $39.5 million.



The Product Service Code (PSC) for this requirement is Y1KF, Construction of Dredging Facilities.

Response format and due date information is specified in next paragraph of this notice. Failure to provide a complete response may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) Any information submitted by respondents to this sources sought synopsis is voluntary. As stipulated in Federal Acquisition Regulation 15.201, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any information submitted by respondents to this sources sought synopsis is voluntary and will not be returned. The Government will not reimburse any costs incurred or associated with the submission of information in response to this notice. The decision to solicit for a contract shall be solely within the Government's discretion.





Additional company capability information is welcome. Your company’s response is limited to 25 pages. All attachments must be provided in either Microsoft Word, excel, or Adobe Acrobat PDF format. Attachments with files ending in “.zip” or “.exe” are not allowable and files will be stripped and deleted from any emails received by the Government. Ensure only .pdf, .docx, or .xls(x) documents are attached to your email. Please send responses by no later than 3:00 PM EST on January 09, 2023.
