The Naval Sea Systems Commands intends to utilize other than full and open competition to place an order under a Basic Ordering Agreement to L3Harris located in Northampton, MA for the procurement of Fiscal Year (FY) 24-FY28 engineering and logistics support for the MK 46 Optical Sight System (OSS) and the MK 20 Electro-Optical Sensor System (EOSS) for the United States Navy (USN) and the Foreign Military Sales (FMS) program. This order will be awarded pursuant to 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements, and will consist of a base period and four (4) one-year options.

L3Harris is the only known source that possesses the necessary technical expertise to provide the requirements required by the USN and allied navies.

This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement by the closing date of this synopsis. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
