THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract in accordance with Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.



The Federal Communications Commission (FCC) regulates intestate and international communications by radio, television, wire, satellite, and cable in all 50 states, the District of Columbia, and U.S. territories. The FCC is directed by Congress under Section 225 of the Telecommunications Act, Telecommunications Relay Services (TRS) for Hearing-Impaired and Speech-Impaired Individuals to provide the ability for an individual who is deaf, hard of hearing, deaf-blind, or who has speech disability to engage in communications by wire or radio with one or more individuals, in a manner that is functionally equivalent to the ability of a hearing individual who does not have a speech disability to communicate using voice communication services by wire or radio. The FCC, Office of the Managing Director (OMD) intends to award directly to MITRE Corporation, 7515 Colshire Drive, McLean, VA 22102, to continue its research and development in support of improving the health and wellbeing of users of FCC-regulated telecommunication relay services. MITRE is a Department of Health and Human Services (HHS), sponsored Federally Funded Research and Development Center (FFRDC), and can provide research and development services per FAR 35.017-3(b)(3).



All responsible sources may identify their interest by submitting a capability statement in response to this requirement, which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive quotes or proposals. The Government does not intend to pay for information provided in response to this publication. Written responses to this notice must be submitted by 3:00pm EST, Friday, March 15, 2024. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Joyce Terry-Butler by email at joyce.terry-butler@fcc.gov with subject line, "Response to Sole Source Notice of Intent - FFRDC Contractor name". The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these immediate requirements.
