These sessions are not designed to discuss any upcoming procurements, nor are they related to any upcoming procurements.

MCC is a U.S. Government Corporation established under the Millennium Challenge Act of 2003 as amended. For more information on MCC, please visit www.mcc.gov. MCC works with developing countries and provides aid that reinforces sound political, economic, and social policies that promote poverty reduction through economic growth. It is tasked with managing and implementing the Millennium Challenge Act (MCA), which Congress approved to provide United States assistance for economic development. The MCA is an innovative foreign assistance program designed to “reduce poverty through sustainable economic growth” in some of the poorest countries in the world. MCA provides incentive for policy reforms by rewarding countries with additional resources that complement those of other bilateral U.S. development programs, other donors and their own investments. Eligible countries develop specific investment programs in furtherance of the goal of economic development.

MCC has two primary investment modalities – Thresholds and Compacts. Threshold Programs are focused on specific sector policy deficiencies that establish a link between the Threshold Program and future Compact programs. These programs are heavily focused on testing the host government’s commitment for policy and sector reforms. These programs are typically two to four years long and have ranged from $7-$55 million and have averaged approximately $20 million.

Compacts are five-year programs and focus on policy reforms and infrastructure investments, complemented with technical assistance. Compacts have ranged from $66 million to $698 million and have averaged approximately $350 million. Compacts are implemented by the host government entities (MCAs).[1] MCC provides guidance and operational policies to MCAs for implementation. MCC closely monitors the program through regular reporting from the MCAs, regular communication with the MCA professional and periodic site inspections.

When partner countries worldwide work with MCC on identifying binding constraints to growth, the evidence often leads to the infrastructure realm, encompassing both physical infrastructure needs and related policy and institutional reforms that enhance infrastructure’s contribution to sustainable growth and poverty reduction. Partner countries have invested their MCC grants in a wide range of infrastructure projects. MCC has invested more than $17 billion in compact programs worldwide (47 countries) that support country-determined sectors such as agriculture and irrigation; energy (sector reform, generation, transmission and distribution systems; electricity access); transportation (roads, bridges, ports), water supply and sanitation, access to health, finance and enterprise development, land rights and access, and access to education benefiting 300m+ globally.

Registration is required through an email request to Contracting Officer Terri Tutt Daniel at tuttt@mcc.gov, subject of email must include MCC Industry Day - (insert event date). Respondents shall submit their business name, point of contact, business size (large, small or nonprofit) and sector. Registrations will not be accepted after 12:00 pm (Eastern Time, USA) February 20, 2024.

All costs associated with attendance shall be at the Contractor’s expense and no reimbursement will be provided by the Government.
