The Government is conducting a request for information to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements to replace the steel-rubber inflatable dam bladder at Reservation Dam on Lake Traverse, MM.



The Reservation Highway steel-rubber inflatable dam bladders were installed in 2000 on Lake Traverse. There are 11 gates, each supported by a pneumatically controlled rubber-fabric air bladder. See attach drawings.



The same air bladders have been in service for almost 24 years. USACE is requesting information to the following questions:




  1. When air bladders are replaced, what other components should also be replaced? Hinge, J-bulb seal, straps?

  2. What are the service lifetimes for the various components of the dam?

  3. Are the air bladders standardized replacement parts?

  4. Does the manufacturer provide replacement instructions and recommissioning procedures with the purchase of new air bladders?”



We ask that firms to also include the following information:




  1. Capability Statement: A capability statement expressing your firm's interest in this requirement, describing your company and its capability to provide the service / construction in a timely fashion.

  2. Include a statement detailing any special qualifications and certifications, applicable to the anticipated scope of this project, held by your firm and/or in-house personnel.

  3. If your firm anticipates entering any form of partnership (Joint Venture, etc.), please provide any information available as to the potential partner.

  4. Additionally, please provide your firm’s bonding capacity.

  5. A statement of your firm's business size and type with regards to the NAICS code listed above. If your firm falls into one of the subcategory small businesses, e.g. HUBZone or Service-Disabled Veteran Owned, please provide that information as well.

  6. CAGE Code and Unique Entity ID (UEI) for your firm and any potential subcontractors or partners.
