Description

This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement (DFARS) 206.302-l(d). The Naval Air Warfare Center, Aircraft Division, Lakehurst, New Jersey intends to issue a Sole Source, Firm Fixed Price contract to Eclypse International (CAGE: 0JJ26) for the procurement of the EA-18G Airborne Electronic Attack (AEA) Automatic Wire Test Set (AWTS) Test Program Set (TPS) in support of the EA-18G aircraft.



The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, 10 U.S.C. 3204(a)(1) “Only one responsible source and no other supplies or services will satisfy agency requirements” for this action. Eclypse International is the original designer, developer, manufacturer of the AWTS, and owns the technical drawings for this part. In addition, Eclypse International is the creator of the programming language used for AWTS TPSs. Since the AWTS and the programming language used for the AWTS TPSs are proprietary to Eclypse International, they are the only company with the knowledge, tools, and software data rights to design, develop, produce, and test EA-18G AEA AWTS TPS. The Government does not have the technical drawings for this part to allow for a competitive procurement.

A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any responses received. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
