This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and email requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements.
The National Institutes of Health (NIH) intends to award a sole source task order to Blue Cardinal LLC of Norristown, Pennsylvania to provide asset management support services during the transition period from WebView2000 to the Integrated Work Management System (IWMS). The estimated period of performance for this task order is 4 May 2024 – 31 December 2024.
The Office of Research Facilities, Division of Facilities Operations and Maintenance (DFOM) is transitioning to IWMS, Nuvolo. As part of the transition, continued Blue Cardinal support is required to make the transition seamless. Most functions have transitioned, but some remain within WebView2000. NIH is currently undergoing a systemic transition from WebView2000 to the IWMS. Support services include maintenance of the WebView2000 instance that enables the execution of critical maintenance activities, support transferring data from Medical Gas analyzer into WebView2000, support services coordinating generator repair activities for the generator system supporting the NIH data center, and archiving of maintenance records within existing WebView2000 system. Presently, there are no future plans to obtain similar services as provided by Blue Cardinal beyond December 31, 2024. Following that date, the transition will be completed and those services will be executed through the enterprise IWMS system.
This purchase will be made utilizing Simplified Acquisition Procedures in accordance with:
- Federal Acquisition Regulation (FAR) Part 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services.
