Subject: Notice to Sole Source Continuous Wave Optical Parametric Oscillator



The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed price purchase order on a sole source basis with Company Toptica Photonics (UEI: EYC4JKCBA7J9) for a singly resonant, continuous wave optical parametric oscillator. The statutory authority for this acquisition is 41 USC 3304(a)(1), as implemented under the authority of 41 U.S.C. 1901.



The North American Industry Classification System (NAICS) code for this acquisition is 334516 – Analytical Laboratory Instrument Manufacturing



with a size standard of 1,000 Employees.



The Contractor shall provide a Firm Fixed Price quotation for the following:



Continuous wave optical parametric oscillator, Quantity 1



The optical parametric oscillator shall meet or exceed the technical specifications listed below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.



Technical Specifications:



The optical parametric oscillator (OPO) must have the following functionalities:





  1. The OPO must be continuous wave and singly resonant on only the signal beam.




  2. The OPO idler output must be capable of tuning from 2.3 to 4.0 µm.




  3. The OPO idler output must be 1 W or greater between 2.3 and 3.4 µm.




  4. The OPO idler linewidth must be 2 MHz or less.




  5. The needed seed laser and optical amplifier must be included.




  6. The seed laser must be fiber coupled to the optical amplifier. In addition, there must be a connection between the seed laser and optical amplifier such that additional fiber optic components can be inserted.




  7. The pump wavelength must be in the range of 1050-1070 nm.




  8. The optical amplifier should contain optical isolation.




  9. The depleted pump and signal beams should have fiber coupled outputs.




  10. The idler output must have a mode-hop free tuning range of at least 30 GHz.




  11. The idler tuning must be computer controllable and utilize a provided touchscreen.




  12. The system must run off 120 V power (i.e., standard USA power).




  13. The bid should include installation costs.





NIST conducted market research from October 23, 2023, to January 3, 2024, including web searches for Optical Parametric Oscillator on SAM, GSA, Google, and Dynamic Small Business to determine what sources could meet NIST’s minimum requirements. Sources Sought Notice posted on SAM 2/7/2024 with 1 response; Toptica Photronics Notice ID: NB6810102400263. to determine what sources could meet NIST’s minimum requirements. The results of that market research revealed that only Toptica Photonics UEI number EYC4JKCBA7J appears to be capable of meeting NIST’s requirements. An optical parametric oscillator is a specialized enough piece of equipment that there are very few sellers. In addition, the need for high power, broad tuning range, and a wide mode hop free tuning range as well as the need to insert additional components between the pump and the oscillator further reduce the range of possible suppliers.



However, any sources that believe they are capable of meeting NIST’s minimum requirements are encouraged to respond to this notice by the response date to provide the following information at a minimum: Company Unique Entity Identifier number in https://sam.gov; details about what your company is capable of providing that meets or exceeds NIST’s minimum requirements; whether your company is an authorized reseller of the product or service being cited and evidence of such authorization; and any other information that can help NIST determine whether this requirement may be competitively satisfied.
