This announcement is seeking information from industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this sources sought, and no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SOURCES SOUGHT.



The U.S. Army Corps of Engineers, New Orleans District is issuing a Sources Sought synopsis as a means of conducting market research to identify parties having an interest in and experience with construction of earthen levees in an environmentally sensitive marsh habitat in Southern Louisiana with utilities involved- for the upcoming construction of Reach A Levee for the Morganza to the Gulf, Risk Reduction System. The purpose of this Sources Sought synopsis is to gauge interest, capabilities, and qualifications of the construction community, as the Government must ensure there is adequate interest, capability, and competition amongst the potential pool of responsible contractors. After review of the responses to this Sources sought synopsis, and if the Government plans to proceed with an acquisition including an alternative construction methodology, a solicitation announcement will be published in the BETA/SAM.com with this construction method included. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation at this time. In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given. Upon receipt of the contractors responses to this sources sought, the Government will interview each contractor team to evaluate the firm's ability to fulfill all project requirements. Once the responses to this sources sought are submitted, the Contractors (those who respond to this sources sought) shall contact, Melissa Vaughn to schedule the interviews.





Morganza to the Gulf, Reach A Contract 1 construction is anticipated to be over of miles of earthen levee in a marsh environment over intersecting utilities. The project is located southwest of Houma, starting approximately 1.5 miles southeast of the southern intersection of Minors Canal and Gulf Intracoastal Waterway. General work consists of clearing and grubbing, embankment placement to elevation 6.0’, culvert installations (24”-48”), access roads, surfacing, turf establishment, installation of 72” culverts on a parish road and other related incidental work. Experience working in unique local marsh conditions and around existing utilities is imperative to success.



The Estimated Magnitude of construction is between $10,000,000.00 and $25,000,000.00. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 237990.



All interested firms response to this Sources Sought Synopsis shall be limited to five (5) pages and shall include the following information:




  1. The Firm's name, address, point of contact, phone number, website, and email address.

  2. The Firm's interest in bidding on the solicitation as an Invitation for Bid (IFB).

  3. The Firm's capability to perform such heavy construction methodology. The Firms shall provide examples which include, at a minimum, the following information:



a. Provide a brief description of the previous projects which include:



1. Experience in construction of earthen levee projects?



2. Are those projects in a marsh habitat and around environmentally sensitive



areas?



3. Contract type, firm fixed price or cost reimbursable?

4. Customer name

5. Timeliness of performance

6. Customer satisfaction

7. Project awarded cost and final completed construction cost.



8. Experience working around utilities?
