Notice of Intent to Sole Source for Electric Power Research Institute, Inc. (EPRI) Programs.
In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to negotiate and award a contract on a sole source basis to Electric Power Research Institute, Inc. (EPRI) for access to a variety of programs used to facilitate program direction towards meeting agency goals and internal screening of technology options. Specifically, data related to technology solutions that provide options for continued use of fossil energy resources in an economic and environmentally-acceptable manner, including information and analyses associated with maintaining the economic viability of the existing fleet of electricity generating units; advanced power generation technologies; minimization of water consumption and wastewater treatment; improved plant operability via advanced sensors and controls to accommodate increased intermittent generation; the control of air pollutants and CO2 emissions; the long-term efficacy of CO2 storage, and CO2 utilization opportunities. NETL requires access to technical data that addresses the scope of the Fossil Energy (FE) Research and Development (R&D) programs. It is required this technical data be available as it is produced to effectively and efficiently support FE R&D program goals and perform on-going analyses. This contract is intended for a period of five (5) years. This is considered a sole source to EPRI because, to the best of the NETL’s knowledge, based on market research conducted EPRI is the only known source that can provide this type of service and access to the aforementioned data. No known potential alternate sources exist which could satisfy NETL's requirement.
This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 5:00 PM ET on December 21, 2023. Responses must be submitted in writing to Arturo Manantan via email at arturo.manantan@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received.
A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
