The United States Department of Agriculture (USDA) Rural Development (RD) mission area has determined there is a need to update and enhance our correspondence and mailing system. This system is used to satisfy legal and regulatory requirements for mail delivery of letters and other communications in a paper format.
This RFI is being used to gather market research for the RD Technology Office (RDTO) for the eventual enhancement of the print and mail capabilities associated with critical customer correspondence. These enhancements include significant modernization elements providing RD Servicing Office (SO) employees with the ability to create and edit correspondence without programming intervention.
The new capabilities will dramatically reduce the time needed to maintain the letter inventory by allowing SO staff to update letters directly, utilizing functionality that will propagate a single change (such as an RD organization name) to multiple letters. SO staff will need to be trained on use of the new software.
