Description

INTRODUCTION



This is a Request for Information (RFI) pursuant to FAR Part 15.20l(e) and is not a Request for Proposal (RFP). A RFI is a market research tool being used in accordance with Federal Acquisition Regulation (FAR) Subpart 15.2 to determine capabilities of potential and eligible businesses to provide the work described herein for Government planning purposes. The Government will not return submittals to the sender. Respondents to this RFI may be requested to provide additional information based on their initial submittals.



OBJECTIVE



The Naval Air Systems Command, Patuxent River, Maryland hereby requests market and technology information on industry's existing and potential capabilities to provide a cost-effective Airborne Radar to support Naval Intelligence Surveillance Reconnaissance (ISR) aircraft platforms.



REQUIREMENTS



A full performance Radar solution for the future of Naval Aviation and Maritime Patrol and other Intelligence, Surveillance, Reconnaissance (ISR) air platforms should include Weather Mode, Navigation Mode, Surface Search Mode, Synthetic Aperture Radar (SAR) Modes, Inverse SAR (ISAR) Mode and Plot Position Indicators (PPI) display. Full polarimetric radar solutions are encouraged within the X-Band Radio Frequency (RF) spectrum (8-12 GHz). System architecture should include the ability to store and process Radar Phase History Data (PHD) and Complex Image Data (CID) for Digital Terrain Elevation (DTED), Coherent Change Detection (CCD), and moving target focus algorithms. Integration to the MINOTAUR as a mission management tool is likely to be required. Active Electronically Scanned Array (AESA) antenna designs with Software Defined Radio (SDR) technology with agile waveforms and multimode capabilities is encouraged. The manufacture of all parts and components from within the United States of America is also a consideration.

SECURITY



Because this notice is a Request for Information only, no additional Operational Security (OPSEC) or security requirements have been levied.



SUBMISSION OF RESPONSES



Respondents should submit a summary white paper detailing their solution. Multiple submissions describing alternate solutions are acceptable. All material provided in response to this RFI shall be UNCLASSIFIED to the maximum extent practicable. Do not submit classified information via email. Respondents should limit the delivery of non-proprietary information. If the response includes proprietary information, ensure proprietary information is marked appropriately. Responses will not be returned. Findings will not be published for industry release, nor will industry debriefings be held. Submittals will be reviewed by PMA 290's program office and systems engineering personnel.



Corporate Information



A brief description of your company including a) name and address of firm, ownership, year firm established, size, major products; (b) past experience and performance at designing and producing airborne radar systems; and (c) past Government and Commercial sales information.



Response Deadline is 25 April 2024; however the Government reserves the right to accept responses after the deadline. Submittals should be sent by email to tiffany.l.corbett.civ@us.navy.mil.
