AMEND 0001 simply updates the SOW which has changes concerning cybersecurity and the period of performance lengths for th3e periods.

The U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Belvoir Division, on behalf of Product Lead, Large Power Systems (PdL LPS), Project Manager Expeditionary Energy and Sustained Systems (PM E2S2) at Fort Belvoir, VA, the Government office intends to award an indefinite delivery/indefinite quantity (IDIQ) single award production contract for the Prime Power Distribution Systems (PPDS) requirements described in the two attached documents, the Statement of Work (SOW) and Purchase Description (PD) discussed later in this notice.
Description. This action is an IDIQ 4-Year Base and six (6) 1-Year optional ordering periods for a Firm Fixed-Price type Contract. The contract will be a single award contract for the PPDS. The PPDS enables the distribution and transformation of medium voltage (4160 VAC / 13.8 kVAC) prime power to standard user voltages (120/208 VAC or 277/480 VAC). This PPDS effort is designed to modernize the Department of Defense (DoD) medium voltage power distribution. PPDS will consist of the following four primary components: (1) the Improved Primary Switching Center (iPSC), model # MEPDS-1031; (2) a dual input voltage (4160 VAC or 13.8 kVAC) Improved Secondary Distribution Center Version 1 (iSDC-1), model # MEPDS-3131; (3) a fixed voltage (4160 VAC) Improved Secondary Distribution Center Version 2 (iSDC-2), model # MEPDS-3132; and (4) the Tactical Prime Power Transformer (TPPT), model # MEPDS-2131.

The PPDS will build on legacy prime power distribution capabilities to modernize, replace, and standardize legacy components fielded with the U.S. Army Deployable Power Generation and Distribution System (DPGDS) and the U.S. Air Force Basic Expeditionary Airfield Resources (BEAR) system; PPDS will replace commercial components and fulfill operational capability gaps of the 249th Engineer Battalion (Prime Power) and Force Provider Expeditionary (FPE) Prime Power Connection Kit (PPCK) to maintain standardization of power distribution at medium voltages. PPDS will add dual input voltage capabilities (4160 VAC and 13.8 kVAC) to enable versatility with host nation or contracted power systems; add output and auxiliary input capabilities lacking in legacy equipment; add metering and monitoring capabilities to increase the efficiency and reliability of prime power systems; and promote joint power system standardization to support combatant commanders or support disaster relief missions. Telephone requests for additional information will not be honored. Acknowledgement of receipt will be issued. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
