Department of Veterans Affairs, Network 10 Contracting Office received an emergent request for Instantaneous Steam Water Heater & Controls supporting the Community Living Center located at the Dayton VA Medical Center, 4100 W. Third St., Bldg 143, Dayton, OH 454286.

Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Contracting received an urgent request for Instantaneous Steam Water Heater & Controls. The inoperability of these Water Heaters is affecting patient care as they provide hot water to the four resident living pods, and the facilities kitchen pod, posing a severe threat to patient health and wellbeing while the hot water heaters malfunction. A lack of hot water availability affects patients basic activities of daily living including; cooking, bathing, cleaning, and potentially puts them at risk for disease transmission because there isn't a way to sanitize soiled linens or towels, etc..

Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The hot water heaters are needed immediately as to not further affect patient care. Centerville WinSupply is the only source familiar with our on-site infrastructure and ability to meet our urgent to replace these immediately. FAR 13.106-1(b)(1)(i) will be utilized for this urgent requirement.

Description of market research conducted and results or statement why it was not conducted: VetCert was queried and found 85 SD/VOSB sources; however, only Centerville WinSupply is capable of meeting our urgent deadline to begin the hot water Repair Services.
