Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. 6913G619Q300017 is issued as a Request for Quotation (RFQ).



This solicitation is being conducted in accordance with the policies and procedures prescribed in FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-02, effective January 22, 2024. The NAICS Code is 541690 and the Small Business size standard is $19 million. This procurement is a 100% small business set-aside.



The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, requires Aircraft Emissions CO2 Standard Support Services to resolve remaining technical work items for the CO2 emissions standard as within the Annex 16 Vol. III and the associated Environmental Technical Manual Vol. III guidance document. The work will be conducted in the form of information exchanges on phone calls and online meetings regarding technical aspects related to Volume III.



REQUIREMENTS



The Government intends to award a firm fixed price purchase order as a result of this Combined Synopsis/Solicitation. This notice is expected to result in a single award, subject to receipt of an acceptable proposal. Please provide a firm fixed price quote in accordance with the attached, Contract Line-Item Numbers (CLINS) pricing sheet, Statement of Work, and the Instructions to Offerors and Evaluation Criteria.



This combined synopsis/solicitation hereby incorporates all Federal Acquisition Regulation (FAR) provisions and clauses contained herein.



Addendum to FAR 52.212-1, Instructions to Quoters-Commercial Items and Services, applies to this acquisition and is incorporated by reference.



All Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (attached). An Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certifications electronically in the System for Award Management (SAM) accessed through http://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v)) of this provision.
