Procedure used to solicit and award contract: This notice is in support of a contemplated Local Area Small Business Set-aside Request for Proposal (RFP). Only Small Business Entities located within the Local Area can submit offers in response to the forthcoming request for proposals.
Description:
This project is a competitive Local Area Small Business Set-aside Request for Proposal for the installation of boundary and recreational fencing for the Capulin Allotment in Pecos Ranger District, Santa Fe National Forest. Work supports fire rehabilitation efforts to rebuild fencing either destroyed or damaged during the Hermits Peak Calf Canyon Fire.
The contemplated project requires the Contractor to provide all labor, materials, equipment, tools, transportation, incidentals, inspection, quality control, and supplies necessary to accomplish the following key performance areas:
- Removal of existing fencing – The contractor will be responsible for removing any old fence located on the National Forest side of the survey line within 30 feet of the new fence location. The old fence materials will be removed by the contractor from the site and from the National Forest prior to contract completion. The contractor will be responsible for disposal of any old fence materials removed as a result of the contract.
- Hazard Tree felling within the fence line corridor – The contractor will be responsible for felling burned trees that are 30” dbh and under within the fence line corridor of 1 Chain or 66 feet on Forest Service side of the fence, that if left standing have the potential to fall and damage the newly constructed fence. Burned trees are defined as those trees with no green needles remaining in the crown of the tree. Tree felling will be completed by the contractor prior to fence construction.
- Installation of approximately 23 miles of barbed wire fencing – The contractor will be responsible for installing new barbed wire fencing in accordance with the standards and specifications to be determined and included in the anticipated solicitation’s Statement of Work.

Projected Period of Performance: Notice to Proceed (NTP) + 365 days. The anticipated Period of Performance is 04/15/2024 through 04/14/2025, dependent on Award and NTP dates.
