Description

This is notice of the Government’s intent to solicit from a single source for conference space at the Maritime Conference Center, (MCC), Linthincum Heights, Maryland, 21090. The MCC is the only venue that has the ability to conduct the conference during August 5, 2024, to August 9, 2024, with travel days on Monday and Friday.





The period of performance for this requirement is expected to be August 6, 2024 – August 8, 2024,. Travel days are authorized for Monday and Friday. The authority for this action is the Federal Acquisition Regulation (FAR) 13.106-1(b), which states “For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand-name, or industrial mobilization).” The contractor is the only reasonable provider for this service.



This notice of intent is not a request for competitive quotations. Any response to this notice must show clear and convincing evidence that a prospective offeror can fulfill the requirement, that competition would be advantageous to the Government, and would not degrade the research study to be conducted. A determination by the Government not to compete this procurement is solely within the discretion of the Government. Interested parties should submit a capability statement, proposal, or quotation, to the Contract Specialist by the closing date of this notice.
