Description

The Centers for Disease Control and Prevention (CDC) Office of Acquisition Services (OAS) is issuing this Sources Sought Notice/Request for Information (RFI) on behalf of the CDC’s National Institute for Occupational Safety and Health (NIOSH), Health Effects Laboratory Division (HELD) located in Morgantown, WV.



CDC OAS seeks to specifically identify capable sources under NAICS Code 812320, Dry Cleaning and Laundry Services (except Coin-Operated), SBA Size Standard of $8.0 million in annual revenues. A DRAFT Statement of Work (SOW) is included with this Sources Sought Notice.

This is not a Request for Proposal (RFP). It does not constitute a solicitation and shall not be construed as commitment by the U.S. Government (USG) to issue an RFP in the future. Responses in any form are not offers and the USG is under no obligation to award a contract as a result of this announcement. The USG will not pay for or reimburse vendors for any information received or costs incurred in preparing a response to this market survey. PROGRAM BACKGROUND:



The NIOSH, CDC is the U.S. federal agency for conducting research and making recommendations for the prevention of work-related injury and illness. The HELD located in Morgantown, WV is at the forefront of this effort and is the strategic organization in NIOSH tasked to scientifically establish mechanisms of diseases and injury in the workplace. Using advanced laboratory science and innovative techniques, HELD scientists and the work conducted in its laboratories continue to help improve occupational health and safety for the US worker.



HELD operates an Accreditation of Laboratory Animal Care (AAALAC Inc.) accredited animal facility, which maintains Public Health Service (PHS) assurance D16-00687 to conduct a wide variety of occupational health research on rodents housed within the facility. These animals require continuous feed and bedding per the Guide for the Care and Use of Laboratory Animals 8th Edition to maintain AAALAC accreditation for PHS assurance.



PURPOSE/OBJECTIVE:



CDC-NIOSH Morgantown campus Research Program vivarium employees contract husbandry and animal care technicians that are required to wear clean scrubs while working in rooms within the facility that house animals. Furthermore, all people, including research staff, are required to wear clean scrubs while in the animal facility to protect the animals from outside exposures and protect others from spreading animal dander and contaminants throughout the facility. These scrubs along with towels used in the facility and lab coats worn by staff and visitor must be laundered and stored on site to be available for use in the facility.



The contemplated period of performance is as follows:



Base Period: May 1, 2024, to April 30, 2025



Option Period One: May 1, 2025, to April 30, 2026



Option Period Two: May 1, 2026, to April 30, 2027



Option Period Three: May 1, 2027, to April 30, 2028



Option Period Four: May 1, 2028, to April 01, 2029





SUBMISSION DETAILS:



The USG requests that interested parties submit a capability statement addressing your company’s capability to meet the potential requirements as described in the draft SOW included with this notice. Interested sources should also furnish the following information in their capability statement:



1) Company name, address, telephone number, point of contact (POC), Commercial and Government Entity (CAGE) Code and Unique Entity Identifier (UEI), which will allow the USG to understand your full capabilities. Interested firms must have an active registration in SAM at www.sam.gov.



2) Is your company a large or small business?



3) Identify whether your company is interested in this requirement as a prime or subcontractor.



4) Identify past and current services your company offers that match the required capabilities and requirements of this announcement.



5) Required services include once weekly pick-up of dirty NIOSH-owned scrubs, towels, and lab coats used in a HELD-operated animal research facility, AND once weekly delivery of clean, dry, and folded scrubs, towels, and lab coats to the HELD facility located in Morgantown, WV. Please address your capability to provide once weekly pick-up and delivery services between the hours of 7:30 a.m. and 4:00 p.m. Eastern Daylight Time, respectively, at the required place of performance. If not located within the Morgantown, WV commuting area, would subcontracting be required or would your proposal include travel costs?



6) It is estimated approximately 200 pieces per week, consisting of scrubs, towels, and lab coats that may contain blood and animal waste will require laundry services. Please describe your capability to pick-up, launder items that may contain blodd and animal waste, and deliver the estimated volume once per week.



7) Please address your capability to replace worn and damaged scrubs discovered during the laundering process and replace with high-quality scrubs ranging in sizes from XS to 5XL.



8) Please address your capability to launder dirty scrubs, towels, and lab coats clean, dry, fold and sort by size.



9) Please address your capability to launder dirty scrubs, towels, and lab coats in a manner that ensures all laundered items are free of stains and holes.





Capability submissions shall not exceed 3 pages. Your response to this Sources Sought Notice shall be electronically submitted in either Microsoft Word of Portable Document Format (PDF), via email to the Contracting Officer, Serina Allingham, at xog9@cdc.gov, no later than 3:00 p.m. Eastern Standard Time on Thursday, April 4, 2024.

DO NOT SUBMIT CLASSIFIED MATERIAL OR PERSONALLY IDENTIFIABLE INFORMATION. All data received in response to this Sources Sought notice that is marked or designated as corporate or proprietary will be fully protected from any release outside the USG. Since this is a sources sought announcement, no feedback or evaluations will be provided to the respondents.



Providing a response to this Sources Sought neither qualifies respondents for, nor excludes respondents from, responding to any resulting Request for Proposal, if any.
