This is a Pre-Solicitation Notice, Synopsis, and Pre-Solicitation Conference Notice for the Facilities and Operations Support Services (FOSS) requirement at the FLETC Cheltenham Site located at 9000 Commo Road, Cheltenham, Maryland. The required services include Environmental Waste Management of both hazardous and non-hazardous materials; property management of all firearms and ammunition; Mail/Messenger/Pickup and Delivery Services; Grounds Maintenance; Facilities Maintenance and Management for the Indoor Firing Range; Educational Aids Support; and Water Management. A contract with a one-year base period and four one-year option periods is anticipated. This is a follow-on to an existing competitive 8(a) contract.

This acquisition is being offered for competition limited to eligible 8(a) participants. Eligibility to participate is restricted to 8(a) participants in the developmental and transitional stages. Interested 8(a) participants should continue to monitor this posting as the RFP will be posted through this Government Point of Entry. The RFP will not be provided directly to requesting companies.


A DRAFT Section C - Statement of Work is attached. Drafts of other sections will continue to be posted when available. A final RFP is anticipated in August. An award is anticipated in November/December 2017.


SITE VISIT
A Pre-Solicitation Conference will be held on Tuesday, July 11, 2017, at FLETC Cheltenham. This will be the only site visit held for this procurement. A DRAFT Section C - Statement of Work has been released with this announcement. Release of a DRAFT Sections L and M are anticipated prior to the Conference.


ATTENDANCE & SECURITY: Two (2) representatives per company are allowed to attend. Participants are required to submit the attached Form FTC-OSPR-17Z (5/17)** via email to Sandra.Schmidt@fletc.dhs.gov by 4pm EST on Tuesday, June 27th in order to gain entry to the Pre-Solicitation Conference. One (1) form per person is required. Please remember to provide added security protections to your documents. Upon receipt of your form but before the Conference, the Contracting Officer will notify you of your eligibility to attend. Approved participants MUST bring PICTURE I.D. on the day of the Conference in order to be admitted. **Foreign-Born U.S. Citizens must also bring a hard copy of proof of citizenship on the day of the Conference (U.S. military base birth certificate or U.S. Passport are examples). Due to time constraints, only U.S. Citizens are authorized to attend.


FORMAT & DRESS CODE: The Pre-Solicitation Conference will be held RAIN-OR-SHINE so come prepared. It will begin early in the morning and is expected to last a half-day with participants leaving around lunch time. The conference will include a presentation followed by a walking tour of a little over one (1) mile. A formal Question/Answer session is not anticipated but feedback via email or phone to the Contracting Officer after the Conference is encouraged. Due to the hot and humid summers typically experienced in the region, the dress code is business casual and closed-toe flat shoes are required for safety. We will be walking on uneven surfaces which include pavement, concrete, gravel, grass, and stairs where no elevators will be available. You are encouraged to bring a water bottle, sunscreen, hat, and sunglasses. The facility does not have any on-site food services. A kitchen area with a sink, microwave, and refrigerator will be available for your use. You will NOT have access to your vehicle once on-site.


TIME & LOCATION: Attendees are required to check-in between 6:00AM and 6:15AM at the Visitors Center located outside the Main Gate. It is very important you are on-time because students will have priority. Free surface parking is available. Our facility has a Main Gate to the north and a Back Gate to the south. You are only authorized to enter through the Main Gate so be sure to use the coordinates provided in order to arrive at the Visitors Center:

Upon check-in, you will wait for a shuttle to transport you onto the facility. Once you have boarded the shuttle, you will not have access to your vehicle for the remainder of the conference. The conference is expected to end by 11:30AM.

A PRE-SOLICITATION and SITE VISIT was held at the FLETC Cheltenham facility in Cheltenham, Maryland, on Tuesday, July 11th from 7:15am EST to 9:45am EST. Attached to this notice is the PowerPoint Presentation provided.

Contractors in attendance were taken on a shuttle bus tour from the front gate to the back gate. After the presentation, a walking tour was conducted to see the buildings listed in the PPT presentation. The Contracting Officer, Sandra Oliver Schmidt, conducted the presentation and site visit.

This was the only SITE VISIT being conducted. Potential offerors not in attendance are NOT EXCLUDED from providing a proposal.

PRESENTATION ITEMS TO NOTE:
1. The incumbent contractor has graduated from the 8(a) program.

2. We have a good working relationship with our contractor and expect to have the same with the new contractor.

3. Training absolutely cannot stop. Contractors who take the initiative and are proactive are much more likely to be successful here.

4. I write very detailed CPARS reports.

5. Typically, the successful offeror will see the COR on a daily basis; they will see the CO about once per week and definitely in any instance in which there is an issue.

6. An RFP is expected in very late August. Video Submissions and Oral Presentations will be in the September/October time frame.

7. We are a very flat organization here at the site; many employees wear several hats; we have only one (1) property management specialist, one (1) environmental/safety specialist, two (2) CORs, one (1) head of Facilities, and three (3) mechanics. The customer, Cheltenham Administration Division, reports to the Cheltenham Site Director. There are only two (2) Contracting Officers on-site who answer to another entity at FLETC Headquarters. I handle an IDIQ Service contract and a few BPA's while my coworker handles our IDIQ Construction contract and a few BPA's. We do not have a Contract Specialist supporting us.

8. To explain the SLIDE with the LAKE and the PUDDLE: Large agencies are like a lake-if a person jumps in a big lake, there won't be many ripples. Small agencies are like a puddle of water-if a person jumps in the puddle, it is chaotic. Both involve only one (1) person, but FLETC Cheltenham feels the effects in a more extreme manner than a larger organization. The FLETC Cheltenham site has many single points of failure and we are heavily dependent on high quality contractor support.

9. I encouraged all contractors present to provide feedback prior to the issuance of an RFP. Feedback during the month of July is preferred. Email and phone are a good way to reach me.

10. I encouraged all contractors present to email me their capability statements. I keep them and utilize them in instances where I need to conduct simplified acquisition purchases. I also told contractors it is okay to call me with general questions unrelated to this procurement as I am comfortable helping small businesses regarding procurement questions.

11. I will do my best to release a draft of Section J within the next few weeks.

12. Twenty-one (21) individuals attended. I will not be posting the list of attendees. Attendees were not required to identify themselves or their companies to others in attendance.

13. In regards to FLETC history and appropriations, I summarized the information found at www.fletc.gov.

14. I encouraged contractors to pay attention to the clauses in the RFP as some will have changed due to various Executive Orders.

DRAFT SECTION J ATTACHMENTS POSTED
A DRAFT of Section J - Attachments is attached. Each individual file corresponds with a section in the Statement of Work. For example, the file name "J_C.1DRAFT" will show the attachments associated with Section C - Statement of Work, Section 1. Only attachments for 8 of the 9 sections are being posted at this time due to the security classification of certain documents. It is possible we may have to wait until the official release of the RFP or simply wait until after award to release the attachment. The RFP will indicate either way.

An estimated date for the release of the RFP is the end of August to the beginning of September. Video presentations will tenatively be due in September. Oral Presentations are tentatively planned for October. Of course, these dates are subject to change.

Aside from possibly releasing the one (1) remaing DRAFT Section J attachment, I do not plan on releasing any other DRAFT sections of the RFP.

Any potential offerors who would like to provide feedback o nthe DRAFT RFP prior to the release of the RFP are encouraged to do so by 8/22/2017. Waiting until after the release of the RFP is not recommended. Regardless of the number of RFP questions received, proposal due date extensions are not likely given the nature of the proposal format.

RFP RELEASE UPDATE
Potential Offerors should be prepared for an RFP release at the end of September; early October at the latest. Video submissions and oral presentations are estimated to both take place during the month of October. No further updates will be provided until the actual release of the RFP.

Generally, Section C remains unchanged from the Draft with the exception of Key Personnel. Generally, Section J remains unchanged from the Draft but does have an additional attachment. Sections L and M are different from the Drafts released earlier but FLETC is still using the Video and Oral Presentation proposal formats. Regardless, it is each Offeror's responsibility to ensure they completely read and understand the requirement as issued today. Questions are due next week so be sure to read Section L for details.
