This a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This is a solicitation conducted using FAR Part 13, Simplified Acquisition Procedures. This announcement constitutes the only solicitation, and a Request for Quote (RFQ) is being requested.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2023-01 dated 12/30/2022.
This solicitation is set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) entities. At the time of submission of offer and prior to award, the offeror shall be listed as verified in VIP database at https://www.vip.vetbiz.va.gov and verified and active as a Small Business in the System for Award Management (SAM) reflecting NAICS code 561320 Temporary Help Services with a small business size standard of $30.0 Million. The PSC Code is Q523, Medical-Surgery.

The VA anticipates the award of a Firm Fixed Price (FFP) contract for Scrub Technician Services. The contractor shall provide Surgical Technologist/Technician and/or Registered Nurses (with Surgical Technologist experience) on-site at the Minneapolis MN VA Hospital, One Veterans Drive, Minneapolis MN 55417. See Performance Work Statement for specific requirements and qualifications.
The period of performance is from May 1, 2023, to April 30, 2024.
The Department of Labor (DOL), Service Contract Act (SCA), Wage Determination (WD) Labor Standards applies to services provided under the contract and is provided as an attachment to this announcement. The WD specifies the minimum wages and fringe benefits for workers performing services on or in connection with the contract.

Submission of Offer: Refer to FAR Provision 52.212-1 within the attached solicitation document for instructions on submitting an offer.
Evaluation Factors. Lowest Price Technically Acceptable. Offerors shall submit required documentation outlined in FAR Contract Clause 52.212-2, Evaluation Factors. Offerors are responsible to review the solicitation s FAR provision 52.212-1 and 52.212-2 to determine the required documentation to be submitted with their offer.
Offer Due Date: Quotes are due to the Contracting Office by March 29, 2023, at 11:00 AM Central Time. Quotes shall be emailed to Pradeepkumar.Elayath@va.gov prior to the solicitation closing date and time. It is the responsibility of the offeror to ensure their quote is received in full by the Contracting Officer prior to the solicitation closing date and time. Due to email file size limitations, please do not wait until the last minute to email offers.
