THIS PRESOLICITATION NOTICE IS NOT A REQUEST FOR PROPOSAL (RFP). This Presolicitation Notice is not to be construed as a commitment by the Government. This Presolicitation Notice is prepared in accordance with FAR Parts 5, 12 and 15. This Presolicitation Notice is for notification purposes only and shall not be considered as an Invitation for Bids, Request for Quotations, or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this Presolicitation Notice. This Presolicitation Notice does not constitute a solicitation for proposals or the authority to enter negotiations to award a contract. No funds have been authorized, appropriated, or received for this Presolicitation Notice.

The Department of Veterans Affairs, Network Contracting Office (NCO) 17, contemplates to solicit qualified Service-Disabled Veteran-Owned Small Businesses (SDVOSB) capable of providing Durable Medical Equipment (DME) Services, which meet an ongoing requirement for the receipt of equipment, assemble, delivery, pick up, recovery, cleaning, disinfecting, disposal, minor repairs, patient/caregiver verbal and written instructions, home safety and environmental assessments, and storage of Durable Medical Equipment to all beneficiaries serviced by the Central Texas Veterans Health Care System (CTVHCS) and its associated outpatient clinics. Performance will require transport of durable medical equipment from/to the Contractor s location to/from the beneficiary s residence to/from the VA Medical Center. Services shall be accomplished within or in the immediate proximity of the primary service area of CTVHCS. The Department of Veterans Affairs will purchase DME from various sources and the DME will be shipped to the Contractor for storage until it is delivered to the patient. The Contractor will be required to meet the applicable North American Industry Classification System (NAICS) code 621610 and certified as an SDVOSB Contractor. The Government contemplates a single award Requirements Contract with a 1-year base period with four (4) one (1) year options.

The Central Texas Veterans Health Care System is comprised of two (2) large medical centers located in Temple, TX and Waco, TX, a one (1) large stand-alone multi-specialty outpatient clinic in Austin, TX and four (4) outpatient clinics located in Brownwood, TX; Bryan/College Station, TX; Cedar Park, TX; and Palestine, TX. CTVHCS has a need for Durable Medical Equipment Services (DME) for all seven (7) VA Medical Centers (VAMC) and/or outpatient clinics. All seven VAMCs and/or outpatient clinics which will be separated into five zones and are based on the distance. ZONE A shall consist of 1-25 miles; ZONE B shall consist of 26-75 miles; ZONE C shall consist of 76-150 miles; ZONE D shall consist of 151-200 miles; and ZONE E shall consist of mileage outside Zones A, B, C, and D service area of performance (201-250 miles).

Any and all future offerors must be verified in the Vendor Information Pages, https://www.vip.vetbiz.gov/Default.aspx and registered in the System for Award Management (SAM) database under NAICS 621610 with complete online Reps and Certs data. It is anticipated that the Request For Proposal will be posted to this site within 20 to 30 days. Potential offerors should continue to monitor FBO for the RFP and any subsequent Amendments to that RFP. THIS PRESOLICITATION NOTICE IS NOT A REQUEST FOR PROPOSAL. CONTRACTORS SHOULD NOT SUBMIT PROPOSALS UNTIL THE RFP IS POSTED TO THIS WEBSITE.

NOTICE OF CONTRACT AWARD resulting from solicitation: VA257-17-R-1021: Network Contracting Office, NCO17, has awarded a $0.00 Firm Fixed Price IDIQ Requirements Contract, VA257-17-D-0176, Durable Medical Equipment (DME) Services - Central Texas, VAMC Temple, TX; in the ceiling amount of $1,755,000.00; to Eagle Home Medial Corporation, 1016 Julian Allsbrook Hwy., Roanoke Rapids, NC 27870.

The Contractor shall meet/exceed the standards of The Joint Commission (JC) and the Center for Medicare and Medicaid Services (CMS) during the period of performance and shall maintain the accreditation throughout the duration of the contract. The accreditation requirement is applicable to a home office as well as any remote or satellite location (s) servicing the CTVHCS eligible beneficiaries. All work performed will "meet or exceed" the Home Medical Accreditation Standards set forth by the JC. Written documentation must be provided to support this requirement.
