This is a notice of intent to sole source. The Portland District intends to award a sole source, firm fixed price service contract to the Confederated Tribes and Bands of the Yakama Nation, 401 Fort Rd, Toppenish, WA in accordance with FAR 13.106-1(b)(1)(i) - Only one source.

The U.S. Army Corps of Engineers (USACE), Portland District (CENWP) and Bonneville Power Administration (BPA) (the Agencies) are jointly responsible for compliance with Section 106 of the National Historic Preservation Act (NHPA) under the terms of the 2009 Systemwide Programmatic Agreement (SWPA) for management of Historic Properties affected by operation and maintenance of the Federal Columbia River Power System (FCRPS). The FCRPS Cultural Resource Program works closely with interested and affected Tribes, State Historic Preservation Offices (SHPOs), and other Agencies for cultural resource management in compliance with Section 106 of the NHPA.

This acquisition is for the contribution of knowledge and input from the Confederated Tribes and Bands of the Yakama Nation regarding traditional Coyote Legend / Coyote's Journey areas and places of the various tribes within Bonneville and The Dalles Projects in Washington. Specific tasks include identifying traditional cultural properties and historic properties of religious and cultural significance to the Yakama Nation and completing a Determination of Eligibility of a traditional cultural property for the National Register of Historic Places through archival research and by conducting oral history interviews.

A prospective contractor must be authorized to represent and speak on behalf of the Confederated Tribes and Bands of the Yakama Nation. The Confederated Tribes and Bands of the Yakama Nation is the only known contractor able to represent the Confederated Tribes and Bands of the Yakama Nation.

This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. Oral communications are not acceptable in response to this notice. Responses received by July 18, 2017 at 4:00pm PDT will be considered by the government. Responses can be sent to the point of contact by email. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
