Naval Surface Warfare Center (NSWC) Crane has a requirement for TR-333 Hydrophone Ceramic Elements. Elements are used in the manufacture of TR-333 Hydrophones at NSWC Crane. The elements' function is to convert mechanical acoustic energy into an electrical signal. The TR-333 Hydrophones are installed onto SP24 TRIDENT Navigation Subsystem produced by NSWC Crane, US Navy and United Kingdom SSBN submarines as part of the Navigation Subsystem Sonar, currently deployed in the TRIDENT Submarine Fleet.
The proposed contract action is for the supplies for which the Government intends to solicit and negotiate with one source, L3Harris EDO Western Corporation, 2645 S. 300 W. Salt Lake City, UT 84115, (CAGE 24338). This effort will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The program requires critical component suppliers to go through an extensive qualification plan, to include inspection, certification, first article testing, and operational testing. The basis for restricting competition is the duplicative cost and schedule delays to the Government is not expected to be recovered through competition.
All responsible sources may submit a capability statement or proposal which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement. The Solicitation and amendments for this sole source action will not be posted to sam.gov and are available only from the POC identified below.
