FEDERAL AGENCY NAME: Department of Energy (DOE) / National Nuclear Security Administration (NNSA)
PROPOSED CONTRACT ACTION NOTICE: This notice is NOT a request for proposals (RFP) and proposals should NOT be submitted.
DESCRIPTION: This notice of proposed contract action is for a quality infrastructure cost data in support the NNSA’s BUILDER Program. NNSA is deploying a suite of holistic, data-driven, risk-informed tools and metrics to better assess risks, prioritize investments, and cost effectively modernize its aging infrastructure. Central to this new, Science-Based Infrastructure Stewardship approach is the BUILDER Sustainment Management System (SMS). BUILDER is a software program that helps the NNSA proactively respond to emerging infrastructure needs by recommending building component repairs and replacements at the most opportune time, thus ensuring the greatest return on investment. It provides the NNSA with a single, rules-based approach to assess infrastructure and to inform infrastructure renewal decisions based on current and predicted system conditions, functionality, mission priorities, and acceptable risk tolerance levels.
In accordance with FAR 15.203(e), the Government may issue a Letter RFP in sole-source circumstances. A Request for Proposal (RFP) announcement is anticipated on or around March 20, 2024, and will not be accessible to the public. This contract action will be a sole-source to The Gordian Group, Inc. (Gordian) pursuant to statutory authority 41 U.S.C. 3304(a)(1), as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” Gordian's Cost Engine solution is still the only available software solution in the marketplace for calculating Replacement Plant Values (RPVs) using BUILDER data.
TYPE OF CONTRACTS/INSTRUMENTS: The Government intends to award a single Firm-Fixed Price (FFP) contract with a one-year base period and four, one-year option periods. However, NNSA does reserve the right to make multiple awards. It is anticipated that a contract award will be by or before June 5, 2024.
