Description
Construction Service for Project No. 640-24-116, Repair Aquatics Center Building 530, at Palo Alto VA Medical Center, Palo Alto, CA

This is a pre-solicitation announcement only. Solicitation documents will be available on or about MAY 13, 2024. The solicitation will contain all necessary proposal instructions.
Proposals will only be requested and accepted from Vendors that are verified and registered in SAM.gov and verified in VIP as a Service-Disabled Veteran Owned Small Business (SDVOSB) from the Network Contracting Office 21 (NCO 21).

*Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See https://www.sam.gov/SAM/pages/public/index.jsf ). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. Service-Disabled Veteran-Owned Small Businesses shall have their ownership and control verified by the Department of Veterans Affairs (VA) and be listed in the Vendor Information Pages (VIP) at https://vetbiz.va.gov/vip/ per VAAR 819.7003.

and Institutional Building Construction., and the small business size standard is $45.0M. PSC Code is Z2FB, Repair or Alteration Of Recreational Buildings. In accordance with FAR 36.204 Disclosure of the magnitude of this construction project is anticipated between $1,000,000.00 and $5,000,000.00.

Department of Veterans Affairs Network Contracting Office 21 (NCO 21) will be issuing a request for proposal for a general construction contractor to Repair Aquatics Center Building 530, at Palo Alto VA Medical Center, Palo Alto, CA identified in the statement of work. Work must include, but not limited to the following:
The Contractor must furnish and provide all labor and materials needed to perform all work associated with the statement of work and any drawings and specifications that will be provided. Vendors must demonstrate the ability to meet all requirements. The SOW, specifications, drawings, and attachments for all details will be published when the Solicitation has been posted. The Period of Performance (POP) for this project is estimated to be around or about 365 calendar days or more from the Notice to Proceed (NTP).
In 2023, severe and extensive damage was discovered at the Palo Alto Division (PAD) Building 530 Aquatic Center, including mold at gypsum board walls and corrosion of structural steel members. For health and safety reasons, the facility has been closed to Veterans and staff until this damage is remediated and repaired. In addition, the Boiler, Pool Mechanical, and Mechanical/HVAC rooms require repair of leaking pipes, valves, equipment, and damage to concrete floors and equipment pads.
The Department of Veterans Affairs Palo Alto Health Care System (VAPAHCS) is planning a construction project to make critical repairs to the Aquatic Center. The project goal is to enhance the facility's integrity, safety, and functionality, ensuring it aligns with the highest industry standards and effectively serves the needs of Veterans.
