Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method.
The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential sources which can provide the following in support of the VA Boise Health Care System:
VA Boise Health Care System has a need for a maintenance agreement for a Tecniplast Atlantis Cage Washer for VA Boise Health Care System s Veterinary Medical Unit. The contractor must be a Tecniplast USA factory trained and authorized service provider and provide a letter of authorization to do service from Tecniplast.
Statement of Work
Description: Maintenance agreement for a Tecniplast Atlantis Cage Washer
Background: The Veterinary Medical Unit (VMU) at the Boise VA Medical Center supports the Research Services investigators at the facility. A new cage washer is scheduled to be installed during June 2023.
General Requirements: An automated cage washer is essential equipment for the care and maintenance of the animals used in facility s biomedical research. Consequently, a maintenance contract is required to provide preventative maintenance, manufacturer updates and emergency repair services for its Tecniplast Atlantis Easy Cage and Rack Washer. The contractor must be a Tecniplast USA factory trained and authorized service provider.
Tasks:
Preventative Maintenance. The required twice a year service checks must include the following as per manufacturer s recommendations:
Visual. External damage, deposition on interior surfaces, floor grid positioning, wash arms, door operation, water leaks
Supply status. Supply connections tight with no leaks, no compressed air leaks, main power switch operational
Safety. Properly functioning emergency stop button, internal emergency bars, air vent check
Functional. Fully operation touch screen, door sensors & alarms, door gasket condition, printer conditions, bottle washing arm, guide rails properly positioned, steam trap
Water chamber & tanks. Check for leaks from wash chamber and rinse tank, clean and descale rinse tank, check arms drive mechanism, internal lamp glass condition, check wash and rinse nozzles clean, if necessary
Filter. Compressed air filter, inline filter, flush filter, replace if necessary
Dosage detergent. Dosage pump condition, adjust detergent concentration and replace, if necessary, confirm the suction pipe and detergents hoses are in working order
Electrical. Ground and cable connections secure, electrical heating machines operating properly, appropriate current consumption for wash pump motor, rinse pump motor and vapor extraction fan motor
Maintain a record of set-points and actual values for the following: compressed air pressure switch, water hardness value, thermometer, temperature probe calibration, detergent dosage setting, amperometric clamp data, heating element current consumption
Repairs. Contractor must provide repair service, both emergency and those not covered under preventative maintenance checks. The contractor must respond to all emergency service calls within 24 hours of the initial call to troubleshoot the issue. The cost of all labor, parts and associated travel must be covered by the contractor
Place of Performance. The cage washer is in building 109, the Veterinary Medical Unit (VMU) at the Boise VA Medical Center, 500 W. Fort Street, Boise, ID 83702
Period of Performance. A 12-month base period with one additional 12-month option period. The exact dates will be determined pending the completion of the installation of the cage washer and the award of the contract.
Performance Monitoring. The tasks will be monitored by the VMU point of contact (POC), or an alternative staff designee. The contractor must provide a service report to the POC for each of the 2 yearly service checks as well as any additional repair visit(s), within 2 weeks of the visit. The service reports will be either in the form of an electronic PDF or a hardcopy. The POC will save a copy of the report for the VMU s records and notify the approver of the contract, the Administrative Officer (AO) of Research Services that the services were rendered.
Security Requirements. The contractor will schedule all visits to the facility with the POC. Upon arrival at the facility, the contractor will check in with the POC and be escorted to the VMU to perform the maintenance. The contractor will not require the use of the VA internet system to perform any of their tasks. Therefore, they will not have access to the VA intranet or patient information via the system. The C&A requirements do not apply, and that a Security Accreditation Package is not required.
Other Pertinent Information or Special Considerations. The contractor must be Tecniplast trained and authorized service engineers/technicians to perform the contracted services and repairs. Use of unauthorized individuals can invalidate the manufacturer s warranty.

Payment. Invoices must be submitted via the Financial Services Center Mandatory Electronic Invoice System, Tungsten, on a quarterly basis. Invoices must include the following information: contractor name, services performed, period of performance and purchase order number.

Hours of Coverage & Federal Holidays. Planned Maintenance Service will be provided during the regular working hours of 8:00 am to 4:00 pm, five days a week, excluding holidays.

Services will not be performed on the following legal government holidays:
