N&NC Industry Day (Thursday 20 July 2023)





The Joint Force’s top priority is defense of the U.S. Homeland. The Homeland is more vulnerable due to advances in military and civilian technologies. Today, state and non-state actors threaten our way of life through physical, cyber & information means in peace and in war. U.S. adversaries will present multi-domain attacks & information threats against our vital networks, logistical nodes, political systems & critical infrastructure in crisis and conflict.

Industry, the Private Sector and Academia are key to expanding the competitive space and enabling a layered defense of North America across the competition continuum. As such, NORAD and USNORTHCOM (N&NC) have implemented a deliberate campaign approach towards technology innovation and experimentation across the Science & Technology (S&T), Research & Development (R&D), and Innovation (STRDI) ecosystems that includes a recurring engagement with our Industry partners.





As a business full of innovative ideas, this is an opportunity for you to showcase your thoughts and technologies to DoD operational and financial decision makers!



The second of our anticipated quarterly Industry engagements, will be executed on Thursday 20 July 23 at the Booz Allen Hamilton Facility in Colorado Springs, CO (745 Space Center Dr, 80915). Format for the 20 July 23 event will include Government-Industry one-on-one's only. Each one-on-one will consist of an Industry delivered, 15-minute technology overview. Government attendees will include, but are not limited to, U.S. and CAN military organizations; U.S. National and Service Laboratories; US and CAN Intelligence Communities; Defence Research and Development Canada; US Defense Agencies; and US Innovation Units.



Proposals – The Government requests that your response to this solicitation (herein referred to as proposal) includes: completion of the attached (fillable PDF) Industry Day Request; an additional one-page, single-spaced, Times New Roman 12 font, white paper description of your technology; and, as desired, a one-page Operational View (OV-1). Proposals are due to the N&NC POCs (listed below) no later than 2359 (MDT) on 19 June 2023. Proposals received after the deadline will not be considered for the 20 July 2023 event. Additional content, beyond the content requested directly above, will not be considered.





Presentations – The Government does not intend to prescribe a presentation format, however your allotted 15 minutes should consider both your technology overview and time for Q&A. We ask that each Industry technology presentation include: 1) an overview of any Government entities that you have, or are currently partnering with (specific to your technology); 2) a description of the technology; and 3) an overview of intended or derived operational value (consistent with the fictional scenario and technology focus described below). All proposal materials, presentation materials, and discussion will be UNCLASSIFIED.





Fictional 2035 Scenario – Port Aspen is a naval transshipment node located in Mountain Country that is essential to support force flow operations. Port Aspen provides critical support for potential combat operations against the increasingly aggressive nation of Evergreen that seeks to forcibly reunite with the renegade state of Pineland.





Port Aspen features a cable-landing station, port facilities, munitions storage, a fuel depot, a military airfield hosting combat and support aircraft, a communications hub, and a major data storage facility. Port Aspen utilizes commercial utilities (e.g., power, water, fuel) and force flow intake is supported by air, rail, commercial trucking, and commercial and military shipping. Port Aspen utilizes both Government and Commercial communications networks.



To ensure an ability to flow forces, Port Aspen requires capabilities across all domains to absorb an attack, reduce the damage of an attack, ensure that the damage sustained is not crippling, and the ability to recover quickly from challenges and sustain essential functions.



Evergreen is likely to employ means across all domains to disrupt Mountain Country’s efforts to flow forces from Port Aspen. During competition, Evergreen’s disruption efforts are likely to focus on cyber access, intelligence collection, and information operations. During the transition to crisis, it is reasonable to expect that operations will escalate from reversible to non-reversible, to include effects to disrupt, deter and deny Mountain Country’s operations, command and control and supply chains, as well as kinetic strikes via air, surface, and sub-surface platforms.



Technology Focus – NORAD and USNORTHCOM require solutions to bolster Homeland Defense and power projection missions. Desired objectives and attributes include –




  • Information Dominance – integration and fusion of all-domain sensing data (e.g., fixed, mobile, crewed, un-crewed, autonomous, short-range, long-range, long-dwell) into a layered domain awareness sensing grid enabling information sharing across Combatant Commands, partners, and allies

  • Information Dominance – incorporation of next generation technologies (e.g., AI, ML, autonomy) to enable faster assessments and decision making

  • Information Dominance – incorporation of real-time/near-real-time large data analytics and visualization to facilitate senior leaders’ situational awareness and understanding of context and intent

  • Risk Management – non-kinetic (primary) and kinetic (secondary) capabilities to support infrastructure resiliency and to deter and defeat threats to North America across all domains

  • Risk Management – Alternate infrastructure protection options including redundancy, hardening, dispersal, and deception capabilities and TTPs

  • Risk Management – capabilities that are globally integrated and are dual-purpose, capable of providing support to prioritized Homeland infrastructure resiliency and forward base protection

When submitting your proposal(s), include company name and capability name in subject line of your email, and list a primary and an alternate POC for your organization (with email and telephone contact information for both).



PLEASE NOTE: The attached fillable PDF shall also be submitted with the white paper (see attachment).

Your organization will be contacted by a N&NC POC no later than 29 June 2023 to notify you of your selection to participate in the 20 July 2023 event.
