The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Pacific requires the purchase of two (2) Carver 3X2.5X10H 20P stainless steel centrifugal pumps and two (2) Carver 20P 316SS mechanical seal kits.

This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) Solicitation number NM-AN2140-23-00559 is issued as a firm fixed price, commercial, request for quotation (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-08.

(iv) The NAICS code for this acquisition is 333914 – Measuring, Dispensing, and Other Pumping Equipment Manufacturing. This solicitation is being posted as a small business set-aside brand name requirement with a small business size limit of 750 employees.

(v) Line items are as follows:

CLIN 1: Replace worn and failing sea water pumps on NOAA Ship Rainier. This pump feeds the air conditioning and refrigeration systems that are critical to habitability of the vessel and operational capability.

CLIN 2: Sea Water Pumps on NOAA Ship Rainier replacement. (Shipping).

(vi) Description of requirements for the items to be acquired: The NOAA ship Rainier requires the procurement of two (2) Carver 3X2.5X10H 20P stainless steel centrifugal pumps and two (2) Carver 20P 316SS mechanical seal kits (including the carbon/ceramic/viton mechanical seal 315SS shaft sleeve, sleeve o-ring, SS gland and hardware and SS seal spacer ring). Quotes shall include expected shipping/freight cost to the delivery destination.

(vii) Date(s) and place(s) of delivery and acceptance and FOB point. FOB Destination delivery is required no later than 05/24/2023 to: NOAA Ship Rainier, Attn: Chief Engineer, 1897 Ranger Loop, Ford Island, Honolulu, HI 96818.

(viii) The provision at 52.212-1, Instructions to Offerors—Commercial, applies to this acquisition without addenda.
