Description



This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W50S8A-23-Q-0026 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04. The associated North American Industrial Classification System (NAICS) code for this procurement is 334310 – Audio and Video Equipment Manufacturing, a small business size standard of 750 employees. This requirement is 100% set-aside for small business, and only qualified vendors may submit quotes. The solicitation will start on the date this solicitation is posted and will end on 14 September 2023, at 4:30PM. Eastern Time. Free On Board (FOB) Destination shall be required to 302 Newmarket Street, Newington, NH 03803. The Government contemplates award of a Firm-Fixed Price (FFP) contract.



The NH National Guard requires the following items:





CLIN 0001: Bldg. 254 Audio System (QTY= 1 EA)



Provide an audio system to cover the entire 25,000 Sq ft hanger. The total square footage will be split into three equal "zones" that can be played independently or all together. System must provide clear, even and uninterrupted sound that can be heard from entire hanger and be able to accept a music source plug ins. System must be able to be controlled easily and from one central location located within the hanger. System must be able to operate "off network" Audio system must at least include the following.



1 - 10 Input Audio Processor



36 - 2Way Pendant Speakers



2 - Wireless Vocal Rack Systems



1 - Frequency Manager



1 - Antenna Distribution Hub



1 - Antenna Extension Kit



1 - UPS and Voltage Regulator



4 - Handheld Microphones



2 - Hands Free Microphones







CLIN 0002: Installation (QTY = 1 JOB)



Contractor shall provide all supervision, equipment, installation and labor to fully design and install an Audio Presentation System in the Aircraft Hanger IAW the attached PWS. Must provide an installation work schedule and timeline. Must install all necessary mounting hardware, cabling and connectors. All cabling must either be shielded or in conduit, must look neat with no "hanging cables".

Quotes must be valid for thirty (30) days.



All technical or contractual questions shall be submitted in writing via e-mail no later than 12:00 noon EST on 07 September 2023 to Richard Trafton at Richard.C.Trafton.civ@army.mil. Telephone inquiries will not be accepted. If the Government responses to technical questions affect the Statement of Work requirements or any other portion of the solicitation, then an Amendment of Solicitation will be issued. The subject of your email must include your company's legal name, state the nature of your email and include the Solicitation Number W50S8A23Q0026. For example, the subject of your email should be similar to the following: Quote Submission by Company XXXXX, Solicitation Number W50S8A23Q0026 Company XXXXX Question Regarding Solicitation Number W50S8A23Q0026.



This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov.





NOTICE OF PRE-BID SITE VISIT





A pre-bid site visit will be conducted on Wednesday, August 30, 2023 at 09:00 AM EST regarding this solicitation. This site visit will be held at the New Hampshire Air National Guard, Building Building 254, Pease ANGB, NH. Interested contractors are highly encouraged to attend the site visit and invite their potential subcontractors. Please arrive 10 minutes early for identification validation with the gate.





Due to security restrictions, all offerors must register to attend this site visit. Please email the following information for all attendees to Richard.C.Trafton.civ@army.mil and matthew.r.lapointe.civ@army.mil.

This information must be provided no later than 2 business days prior to the meeting to ensure access to the military base. Even if you have access to the base you must register to ensure adequate capacity. This information will be provided to the base Security Forces who will authorize your sponsored entrance to the site.





The furnishing of the above information is voluntary. However, your failure to furnish all or part of the requested information may result in the Government’s denial of your access to the base.





Visitors must be escorted onto base through the installation’s Contractor Entry Gate prior to arrival. The contractors and visitors will meet in the parking lot outside the Main Gate and once all contractors have arrived and signed-in, a Government official will escort everyone through the Contractor Entry Date. You will be required to present a valid driver’s license upon arrival. Any of the above information furnished by you is protected under the Privacy Act and shall not be released unless permitted by law and/or you have consented to such.





Information provided at this site visit shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.





A record of the site visit shall be made and furnished to all prospective vendors via posting at http://www.sam.gov. The record will include minutes of the meeting, including questions (on a non-attribution basis) and answers.







Registration must be "ACTIVE" at the time of award.
