Description

Argonne National Laboratory is looking develop a contract for Transportation, Recycle, Treatment, Disposal of Hazardous and Chemical Wastes. Please see the SOW and ANL-70 attached for further details.

  3. Review and Completion of Addendum 0002 (Sign on Page 2)

  4. Proposal

  5. Review of Instructions to Bidders, dated 03/22/2024

  6. Review and acceptance of the ANL-71 COM Terms and Conditions

  7. Review and acceptance of the Moderate Risk Work by Contractors on the Argonne Site Supplemental Conditions, ANL-366M, dated 09/01/2023

  8. Review of APPENDIX B – Statement of Work, dated 01/03/2024

  13. Proposal - Must incluse the following within the proposal

    1. Experience and Competence in Related Work - Company experience, performance history, environmental compliance, licenses, and permits

      1. Describe the offeror’s experience and performance history, particularly in environmental compliance for previous work that is similar to that requested in Argonne National Laboratory Statement of Work. Provide a minimum of three (3) examples.

      2. Provide copies of applicable operating and transportation licenses and state and/or federal permits. The offeror must be able to provide the compliance status of its disposal facility(s).



    2. Hazardous and Special Waste Capabilities and Ownership and Control of Disposal Site

      1. Describe the offeror’s procedures and capabilities for handling and accepting non-special wastes. Capabilities must show Comprehensive waste treatment, recycling and disposal capabilities as identified in the price schedule. The capability should also include the ability to analyze waste.

      2. Provide the name and location of the disposal site(s) plus a detailed discussion concerning the ownership and/or control of the disposal site.

      4. Chemist Qualifications, Experience, Availability And Ability To Work Independently. The field chemist shall have a Bachelor of Science degree or equivalent (seven years of experience). Minimum years of experience for degreed personnel is four years of both field and office elements in the areas of RCRA/TSCA characterization, classification of wastes in accordance with DOT, identification of chemical hazards, preparation of lab packs (including but not limited to segregation and consolidation according to hazard classes and regulatory drivers) and preparing shipping paperwork (including but not limited to hazardous waste manifests). The field chemist must be available a minimum of three days per week with flexibility regarding schedule, be able to work independently with minimal supervision, and work well with others.



    3. Quality Assurance, Safety and Training Programs

      1. The offeror shall describe their Quality Assurance Plan(s) and Safety Plan(s) for sampling, analysis, storage, and disposal activities.

      2. The offeror shall provide their Corporate Safety Plan.

      3. The offeror shall provide a copy of their internal audit program and operating procedures for waste sampling, analysis, transportation, storage, and disposal.



    4. Transportation Capabilities

      1. Provide a current copy of the offeror’s Special Waste Hauling Permit.

      2. The offeror shall provide evidence of personnel training programs, including compliance with OSHA’s requirements.

      3. All transportation services must be provided by DOE Motor Carrier Evaluation Program (MCEP) approved carriers. If an offeror is not an MCEP approved carrier, this part of the work must be subcontracted, with transportation prices adjusted accordingly.
