INTRODUCTION



The Program Executive Office Simulation, Training, and Instrumentation (PEO STRI) will host two FMT PL Industry Days with the support of Army Contracting Command Orlando (ACC-ORL) as a means of conducting market research to identify contractors with interest in and the resources to support the requirement for Family of Maintenance Trainers (FMT) Product Line (PL). The intention is to procure these services on a competitive basis.



THE MARKET RESEARCH INDUSTRY DAY IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP) TO BE SUBMITTED. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS MARKET RESEARCH INDUSTRY DAY. NO FUNDS ARE AVAILABLE TO PAY FOR CONTRACTORS FOR ATTENDING THE INDUSTRY DAY. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS MARKET RESEARCH INDUSTRY DAY IS STRICTLY VOLUNTARY. NOT RESPONDING TO THIS MARKET RESEARCH INDUSTRY DAY DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR RFP, IF ANY ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE).



PROGRAM BACKGROUND



The FMT PL utilizes a government owned architecture and a common software and hardware baseline (Common Core) to provide skill level development for system operation, fault diagnosis, troubleshooting, adjustments, removal and replacement and repair tasks for multiple vehicle platforms. Current FMT PL supported platforms include Abrams, Bradley, Stryker, Armored Multi-Purpose Vehicle (AMPV), and Joint Light Tactical Vehicle (JLTV).



The FMT PL is comprised of Diagnostic Troubleshooting Trainers (DTTs), Part Task Trainers (PTTs), and Hands on Trainers (HOTs). The Common Core is the common hardware and software baseline that provides the infrastructure, functionality, and capabilities to support maintenance training across the FMT PL. DTTs are computer-based system simulations which provide interactive visual and audio maintenance training in a virtual classroom environment; no actual physical vehicle hardware is employed. Navigation and interaction with the DTTs is handled via keyboard, mouse, and touchscreen inputs. PTTs provide high fidelity, system/subsystem full-scale representation and allow student access to hardware for fault isolation and subsequent repair training of Line Replaceable Units (LRUs). HOTs are high fidelity, system/subsystem full scale representations platform which include multiple subsystems and are operated in the same manner as the PTTs.



PD VTS is coordinating two FMT PL Market Research Industry Days to brief Industry on the acquisition strategy and future requirements for the upcoming Multiple Award Indefinite Delivery / Indefinite Quantity (ID/IQ) solicitation. The Industry Day will also provide demonstrations of current fielded maintenance training devices which may be included under the ID/IQ. One-on-one breakout sessions between PD VTS and each contractor to discuss requirements will be conducted in-person at Ft. Gregg-Adams only (as time allows) or scheduled for future virtual sessions via MS Teams. Appointments for the one-on-one sessions will be made on a first come, first served basis. For participants at the Ft. Moore Industry Day, one-on-ones will be conducted via MS Teams at a later date.



The Multiple Award ID/IQ contract will facilitate production, tech refresh, concurrency updates, development, cybersecurity, new technology/capability integration, and Common Core management and improvements for the FMT PL. The target award date for this contract is 3QFY25. A draft Base Contract Statement of Objectives (SOO)(Appendix A), and Delivery Order 01 Statement of Work (SOW) (Appendix B) are attached to this announcement to better inform potential offerors on PEO STRI’s upcoming FMT PL requirements. In addition, an Interface Design Description and System Architecture Description will be available to industry day participants after a completed NDA is provided. The title of the email must be “Request FMT IDD and SAD”.



To assist the Government with market research, it is requested that each industry day attendee complete the attached questionnaire (Appendix C) and submit it to the Government as detailed below.



The possible applicable NAICS codes for this requirement are 541511 or 541512. Businesses of all sizes are encouraged to attend.



Industry Day Details: One of the FMT PL Industry Days will be held at Ft. Moore, GA on 15 NOV 23 from 0800 – 1630. A second FMT PL Industry Day will be held at Ft. Gregg-Adams, VA on 5-6 DEC 23 from 0800 – 1630. The same information will be presented at both industry days, the only difference is that each site has will have different system demonstrations. See draft agendas for specific information (Appendix D).



This FMT PL Industry Day will enable contractors to further understand the PEO STRI requirement and areas of specific interest to the PEO STRI for the intended requirement. Attendance at the FMT PL Industry Day is not a requirement and in no way will it have any effect on any company from submitting a proposal in response to any forthcoming solicitation. Although in person attendance is required to maximize communication, networking, and collaboration, attendees that cannot be physically present will have a choice to attend or via Microsoft Teams for the Government opening presentation and a scheduled one-on-one session.

The registration e-mail must provide the business name, address, attendee name(s), a point of contact phone number, e-mail address of attendees, a completed questionnaire (Appendix C) and specify whether each attendee will join in person or via Microsoft Teams. The subject line of the e-mail should read “FMT Industry Day” followed by the desired location (Ft. Moore or Gregg-Adams). Specifics, including directions, address, ground rules, and Microsoft Teams phone number will be provided by e-mail upon approved registration. Due to space limitations, reservations for industry day will be accepted on a first come, first serve basis. No more than 1 or 2 representatives from each contractor will be permitted to attend the Industry Day in person. All attendees must provide proof of U.S. Citizenship to attend. Those wishing to attend in person who do not receive a reservation will be placed on a waitlist and receive instructions for virtual attendance of the main brief. Demonstrations will not have a virtual attendance option.



Any data/information received by the Government in response to this Industry Day that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.



All questions must be submitted to the contract specialist(s) identified above. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise from attending this FMT PL Industry Day.
