Sources Sought
The Togus Veterans Affairs Medical Center (VAMC) in accordance with the Veterans Affairs Maine Healthcare System has a requirement for a Firm-Fixed-Price contract to provide Design services associated with the design of a 5 year Landscape Master Plan.
Architecture & Engineering Firm (A/E) to provide design services to create a 5-year master plan for the beautification of the Togus VA campus. A/E to provide a full set of drawings, specifications and cost estimates for the VA campus grounds team to use as a guide to relandscape the Togus VA Campus over a 5-year span. Plans to include landscaping and hardscaping of all areas of campus that have been previously disturbed. This work is intended to be done in-house and with low maintenance, native plantings, and minor, low impact hardscape installations. Design is not to include any work in wetlands, forest, cemeteries, or trails. Services to also include a study from a certified arborist on the existing trees with recommendations on pruning, other types of care or removal. Arborist services not to include off site sample testing. Landscaping to be broken into two factors of design depending on location, see attached map labeled Landscaping Color Coded Map and below Landscaping Types:
Type A Landscaping color coded in Red on the map is to include:
Inspection of all existing trees and plantings, including services from the arborist. Design of landscaping items including flower beds w/ mulching and minor hardscape.
Type B Landscaping color coded Blue on the map is to include:
Inspection of all existing trees and plantings, including services from the arborist only. Minor low maintenance landscaping design w/ no flower beds or hardscape.
The North American Industry Classification System (NAICS) code is 541320 and the small business standard is $9 million. Any interested Small Businesses must indicate interest for this project, in writing, to the Contracting Specialist NO LATER THAN April 22, 2024 AT 4:30 PM EST via e-mail to Alexandru.Sava@va.gov.
To qualify as interested in this project, information pertaining to the following four (4) components must be submitted in response to this notice on or before April 22, 2024 at 4:30 pm EST:
Statement of intent that a proposal will be submitted to the solicitation for this project, which said Statement of Intent shall include the company s System for Award Management Unique Entity Identifier (SAM UEI) Number;
Verification through VetCert and/or the Small Business Administration (SBA) Veteran Small Business Certification (VetCert) as a SDVOSB or VOSB under the NAICS Code 541320, if applicable;
Summary that describes capability; and
Evidence of Landscaping Design experience. (Please provide contract descriptions, contract dollar amounts, and telephone numbers for points of contact no photographs).
All four (4) components must be submitted, in sufficient detail, prior to the designated deadline for a determination on available and interested SDVOSBs, VOSBs, and SBs. Failure to submit each of the four (4) components, as identified above, will result in a Contractor not being considered as an interested Small Business.
If adequate interest is not received to this notice by SDVOSBs, VOSBs, and/or SBs, then this project will not be set-aside. As indicated above, interested businesses may reply to this notice via e-mail to Alexandru.Sava@va.gov.
Businesses must be registered in the System for Award Management (SAM). To register in the SAM database, visit www.sam.gov. SDVOSBs or VOSBs must also be verified by the center for Veteran Enterprise (CVE).
This Sources Sought Notice was prepared and considered in accordance with FAR 5.203, FAR 5.204, FAR 5.205, and FAR 5.207, information for future acquisitions.
