INTRODUCTION:
The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price contract for the Design-Bid-Build (DBB) Minor Dental Expansion and Relocation Construction project at Fairfield VA Hospital at Travis Air Force Base AFB.
PROJECT DESCRIPTION:
Contractor shall completely prepare site for building operations, including demolition and removal of existing systems and structures, and furnish labor and materials and perform work for the construction of a new 12,650 square feet, one-story structure, 612-164 Dental Expansion and Relocation. This shall include, but not limited to, completely preparing site for building operations, all demolition activities and/or removal of existing structures required to perform the work, foundations, superstructure, mechanical, electrical, plumbing, special systems, landscaping and other site improvements as required by the drawings and specifications.
The building s construction type is to be structural steel. The roof framing system consists of metal deck spanning to steel wide flange beams and girders. Interior girder supports will be provided by steel wide flange or steel tube columns. The foundation system consists of shallow spread footings at the steel columns and a continuous perimeter footing. The lateral system consists primarily of special steel concentric brace frames. Work includes all labor, material, equipment, and supervision to perform the required structural construction work on this project including the installation of foundations, slabs, structural steel framing, and other components related to structural engineering elements.
Work packages include, but are not limited to:
Civil/Demo sidewalks, asphalt, relocation of site utilities, grading, and drainage
Landscaping - installation of top-soil, stone, plantings, and related civil elements
Architectural - installation of interior and exterior materials and finishes; exterior wall assemblies, finishes, and materials; roof assemblies, finishes, and materials; casework and/or systems furniture; doors and windows and associated frames, glazing, and hardware; interior partition assemblies; ceiling systems; and rated assemblies
Fire Alarm and Fire Protection - installation of fire suppression and fire alarm systems
Electrical - installation of power, lighting, fixtures, panels, and conduit
Plumbing - installation of plumbing fixtures, domestic hot and cold water supply piping, waste water piping, vent piping, and roof drainage piping
Mechanical - installation of mechanical systems, ductwork, and supply/return grilles
Telecomm - installation of cabling, cable trays, racks, conduit, panels, and security system
**This project is subject to Travis AFB security requirements. All contractor personnel will need to plan for base admittance and exit inspections with equipment and personnel throughout the duration of the contract at no additional cost to the Government.
ADMINISTRATIVE:
The solicitation will be issued as a Request For Proposal (RFP) conducted in accordance with FAR Parts 15 and 36 and will be evaluated in accordance with the Lowest Priced Technically Acceptable (LPTA) procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $45 million. The solicitation will be issued around late April 2024. The period of performance is approximately 365 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between 10,000,000.00 and $20,000,000.00.
