STATEMENT OF WORK (SOW)
FOR
Emergency Room Entrance Outdoor Cameras and Monitoring

Scope:

Eastern Kansas Health Care System (EKHCS) Leavenworth VAMC is requesting the installation of (2) outdoor multidirectional cameras and monitoring capabilities at the AOD desk. Topeka VAMC is requesting monitoring capabilities for cameras in their areas. This is an emergency request due to multiple instances with patient falls and safety concerns for patients and staff outside of the current security camera monitoring scope. The additional cameras will allow the Leavenworth VAMC and Topeka VAMC to improve its ability to provide employees and patients with a safe and secure environment by extending the monitoring scope for the Police and AOD. This is of high priority to the Executive Leadership Team and needs corrected ASAP. The cameras are to be placed in locations outside the emergency room entrance that will allow the entire east side of the main hospital to be monitored by staff.

General Requirements:

Specifications as set forth in this proposal are minimum specifications and shall not be construed as limiting the overall quality, quantity, or performance characteristics of items furnished in the system. The Offeror shall meet or exceed the minimum requirements and shall be held responsible for the supply, performance, and overall quality of the furnished equipment.

All equipment to be supplied under the specifications shall be the newest and the most current model of a standard product of a manufacturer of record. A manufacturer of record is defined as a company whose main occupation is the manufacture for sale of the items of equipment and which:

Maintains a factory production line.
Maintains a stock of replacement parts for the item.
Maintains engineering drawings, specifications, operating manuals, and maintenance manuals.
Has published and distributed descriptive literature and equipment specifications on the equipment.

Technical Requirement and Deliverables:

EKHCS is needing the equipment listed below installed at the identified locations.
Leavenworth VAMC

Leavenworth, KS 66048
(1) 180 Degree Outdoor Camera with required mounting equipment.
(1) Multidirectional Outdoor Camera with required mounting equipment.
(1) 32 Monitor for the AOD office.
(6) ExacqVision licenses to transfer required cameras from Bosch system.
(2) ExacqVision client supporting 16 full HD streams
Cabling and required hardware to connect the additional cameras and monitoring to the Leavenworth VAMC s current security system.
Topeka VAMC

Topeka, KS 66622
(2) 27 Monitors for the AOD office.
(2) ExacqVision client supporting 16 full HD streams.
Cabling and required hardware to connect the monitoring to the Topeka VAMC s current security system.

All equipment hardware and software used to provide maintenance and services must be compatible with the current VA systems in use at the facilities. Vendor must be able to communicate directly with current systems without delay.

The monitoring in the AOD office will use the current security systems ExacqVision software to view the cameras.

All equipment installed must be compliant with the Secure Equipment Act of 2021

Contractor must have a CSEIP Certified System Engineer, ICAM (Identity Credential & Access Mgt), PACS (Physical Access Control Systems), (Secure Technology Alliance) technician on staff.

Contractor must have a technician certified under UL 2050, the standard for National Industrial Security Systems.

Contractor must have 10+ years of experience in the Security Industry Integration field, specifically related to PACS, Video Surveillance and Intrusion Detection.

Contractor must be factory certified by the manufacturer on the equipment being installed and serviced.

Contractor must be fully supported by Software House regarding CCure9000 programming for full technical support and must comply with HSPD-12 and FIPS-201 requirements.

Equipment and items will not be received/installed on the following Federal Holidays: New Year's Day, Martin Luther King Jr. s Birthday, President s Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day/ Indigenous Peoples Day, Veteran s Day, Thanksgiving Day, Christmas Day
