The Naval Air Systems Command (NAVAIR) intends to issue a sole source contract action to The Boeing Company in Fiscal Year (FY) 25 for the P-8A Aircraft structural modification of the Horizontal Stabilizer (H-STAB) Retrofit Kits. This procurement is for eleven (11) H-STAB Retrofit Kits in support of the Royal Australian Air Force (RAAF) fleet. The HSTAB Kits are anticipated to be manufactured and delivered through August 2026. The requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1, "Only One Responsible Source and No other Supplies or Services Will Satisfy Agency Requirements." The Boeing Company is the sole designer, developer, and manufacturer of the P-8A Aircraft, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government requirements on a timely basis. Per FAR 5.207(c)(16)(ii), “All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.” This synopsis is for informational purposes only.
