Naval Information Warfare Center, Pacific (NIWC Pacific) intends to award a contract with cost-plus-fixed-
fee and cost reimbursement pricing arrangements on a sole source basis to Applied Management
Corporation under the authority for other than full and open competition under 10 U.S.C. 2304(c)(1), as
implemented by FAR 6.302-1: Only One Responsible Source and No Other Supplies or Services Will Satisfy
Agency Requirements.

The requirement is for the acquisition of technical engineering and support services relating to specialized
Undersea Warfare (USW) technology. This effort involves tactical systems engineering, in-service
engineering support for current fleet systems, and documentation generation support for present and
future USW Systems, which include to providing engineering support for the development and design of
surface combatant control systems, including all FMS partner variants of the Torpedo Setting Panel (TSP)
MK 331 Mod 4, Control Panel (CP) MK 309 Mod 2, Torpedo Presetter Test Set (TPTS), MK 432 Torpedo
Presetter/Test Set (TPTS), Surface Vessel Torpedo Tube (SVTT) Simulator as well as systems and
subsystems. Under this contract, the contractor shall provide technical engineering and support for the
USW Fire Control Systems in the areas of Specification and Design; Fabrication and
Integration; Test and Evaluation; Studies and Analysis; and System Safety/Weapon Certification Support.

This includes a one-year base term, and four one-year option terms. This is not a request for quotes. Any
interested party that believes it is capable of meeting the requirement described herein may submit a
capability statement. Capability statements received will be evaluated to determine technical merit.
Responses must be submitted in writing via email no later than 3:30PM PDT on 28 March 2023. Telephone
responses and requests will not be accepted. A determination by the Government not to compete the
requirement based on responses to this notice is solely within the discretion of the Government.
Contracting by Negotiation under FAR Part 15 applies to this acquisition.
