This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopses of Proposed Contract Actions."
The U.S. Army Corps of Engineers, Walla Walla District intends to solicit a firm-fixed prices construction contract to rehabilitate the Dworshak National Fish Hatchery (DNFH) Electrical Upgrades. A modernization of the electrical distribution has a requirement for the purchase of one KD1500 generator, which will provide back-feed synchronization with the existing onsite generator to provide emergency power for critical loads at the hatchery during the construction of the upgrade. The Dworshak main Powerhouse currently has a KD1500 Kohler generator currently installed which supplies emergency backup power only to the main Pumphouse. The proposed action will contain a brand name description to specify a particular brand-name product. The product requirement for the DNFH Electrical upgrade project is to provide a redundant power supply for all critical loads throughout the entire hatchery. The electrical upgrade at the Dworshak National Fish Hatchery can only install the Kohler KD1500 in order to remain compatible with the current emergency backup power system.
The statutory authority for this brand name this acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1(c), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, application for brand name descriptions.
The Government intends to solicit this action in May 2024. The NAICS code is 238210 Electrical Contractors and other Wiring Installation Contractors. The associated small business size standard as defined by the U.S. Small Business Administration is $19.0 million.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR BIDS. Interested concerns must show clear and convincing evidence that competition of this portion of the requirement would be advantageous to the Government. All responsible sources may submit a capability statement, proposal or quote to the contracting officer before the notice end date. If no affirmative written responses are received by 10:00 AM Local Time on the notice end date, a solicitation will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government to include the brand-name product in the solicitation is solely within the discretion of the Government.
