Description

This is a solicitation to replace the failed Heating Hot Water Coil in Air Handler Unit (AHU) C41 in the Main Administrative Building at the Federal Bureau of Investigation (FBI) CJIS Division, Clarksburg, WV.



A site visit will be held for all interested vendors on Monday, April 3rd 2023 at 9:00 a.m. EST. Only two individuals from each vendor will be able to participate. Please send the name(s) of those interested in attending to Contracting Officer Logan Swiger at lswiger2@fbi.gov to receive a Site Access Request Form. All Site Access Request Forms will be due no later than 10:00 a.m. EST on Thursday, March 30th 2023 to allow time for processing.



All questions are due to the Contracting Officer, Logan Swiger, at lswiger2@fbi.gov, by 12:00 p.m. EST (noon) on Friday, April 7th 2023.



Please send all proposals to lswiger2@fbi.gov by 10:00 a.m EST on Monday, April 24th, 2023. Any proposals received after 10:00 a.m. EST on Monday April 24th, 2023 will NOT be considered.

(04/10/2023)-AMENDMENT TWO- Answering Questions Received.



Q: On the paperwork the size standard is 15 million is this correct?



A: The size standard is based off of the naics code. 15 mil is correct, this is a small business set aside.



Q: What papers need to be turned in for the bid just the form 1449? How do we submit the bid?



A: This information can be found at the bottom of the RFP document. Complete all blocks on the RFP, SF1449. Each proposal shall be submitted in one e-mail and separated via attachment in three (3) separate and distinct parts/volumes: • Volume I: Technical Approach • Volume II: Past Performance • Volume III: Price (Section B)



Q: I did not see anything regarding a bid bond.



A: No bid bond will be required.



Q: Are Steel Pro-Press Fittings acceptable?



A: Yes



(04/19/2023)-Amendment Three-Adding the Davis Bacon Wage Determination



Davis Bacon Wage Determination has been added, making this a construction contract.



A performance bond will be required, please see highligted area of Section B pricing in the RFP. All other requirements remain the same.

(05/02/2024)- Amendment Five -Adding Answers to Questions and Adding Two Pictures



Q: What type of actuator is currently installed? A model number would help, but I need to know the power supply voltage, the signal, and whether there is any sort of feedback or end-switch.



A: I’ve attached pictures of the existing actuator.



Q: If there is a control valve and actuator on this machine currently, is there any intention of replacing it?



A: The intent is to reuse the existing valve that is currently installed.
