This is a PRESOLICITATION NOTICE for Solicitation No. 75H701-23-R-00064 for the Fort Thompson Duplex Construction porject, a construction project for the Indian Health Service, Division of Engineering Services. The Government anticipates releasing the solicitation in late August or early September 2023 and will remain open for approximately 30 calendar days. The solicitation and all amendments for this Request for Proposals will be posted on https://sam.gov/. A full scope of work, plans and specifications and Service Contract Wage Determination will be included in the solicitation documents. SCOPE OF WORK: The Department of Health and Human Services, Indian Health Service (IHS) anticipates an acquisition for the construction of two (2) new duplexes to be used as staff quarters at the Fort Thompson Indian Health Center in Fort Thompson, SD. A complete design will be provided with the solicitation that includes civil, electrical, mechanical, plumbing, and architectural. The selected contractor shall provide all engineering, design, material, labor, equipment, and supervision required to complete site preparation, construction, and clean up of the duplexes in accordance with the scope, specifications, and drawings.

LOCATION OF PROJECT: All work shall be performed at 1323 BIA Route 4, Fort Thompson, SD 57339. Work included under this contract will be in Buffalo County, SD.

CONSTRUCTION DURATION: Period of Performance is 365 calendar days from issuance of the Notice to Proceed.

CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $1,000,000 and $5,000,000 in accordance with FAR 36.204.

SITE VISIT: Details regarding the Site Visit will be included in the solicitation.

This project will be solicited as 100% small business set aside under North American Industry Classification System (NAICS) code 236116, New Multifamily Housing Construction. The associated size standard for this procurement is $19.0 million. For the purposes of this procurement, a concern is considered a small business if its average annual revenue for the last three (3) years is less than $45.0 million. This solicitation will be procured as a Request for Proposals (RFP) in accordance with FAR Part 15 utilizing the Lowest Price Technically Acceptable (LPTA) evaluation criteria.

CONTRACT TYPE: The Indian Health Service intends to award a Firm Fixed Price (FFP) construction contract in support of this requirement.
