Combined Synopsis/Solicitation (Best Value)

The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Pacific requires the procurement of PPG Paint Products to replenish supplies for NOAA Ship Henry B. Bigelow.

This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) Solicitation number NM-AN2140-23-00972 is issued as a firm fixed price, commercial, request for quotation (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02.

(iv) The NAICS code for this acquisition is 325510 – Paint and Coating Manufacturing. This solicitation is being posted as a brand name requirement, small business set aside with a small business size limit of 1,000 employees.

(v) Line items are as follows:

CLIN 1: PROCURE SIX MONTHS OF PAINT FOR NOAA SHIP HENRY BIGELOW PER ATTACHED SPECIFICATIONS. PRICE TO INCLUDE SHIPPING.

(vi) Description of requirements for the items to be acquired: The NOAA ship Henry B. Bigelow requires the purchase of PPG Paint to replenish their spares. All quotes to include expected shipping costs.

(vii) Date(s) and place(s) of delivery and acceptance and FOB point. FOB Destination delivery is required no later than 5/6/2023: NOAA Ship Henry B. Bigelow, c/o LCDR Aras Zygas, 47 Chandler Street, Pier 2, Newport, RI 02841.

(viii) The provision at 52.212-1, Instructions to Offerors—Commercial, applies to this acquisition without addenda.

(ix) The provision at 52.212-2, Evaluation—Commercial Items, applies to this acquisition. Please see attached Terms and Conditions for specific evaluation criteria.
