The Department of the USAF, Columbus AFB (CAFB), MS, 14th Contracting Squadron (14 CONS) Request for Quote (RFQ) is seeking vendors for a Blanket Purchase Agreement (BPA) which will serve as the mechanism for selected vendors to provide Emergency Hazardous Discharge remediation at Columbus Air Force Base, MS and Shuqualak, MS.



14 CONS is requesting vendors to respond to this Solicitation notice with information in sufficient detail regarding their capabilities, capacity, and interest in satisfying the requirements through a Blanket Purchase Agreement (BPA). Responses in any form are not offers and the Government is under no obligation to award a contract or agreement as a result of this solicitation. The Government will not be responsible for any costs incurred by interested parties in responding to this notice. Any information submitted by respondents is strictly voluntary. Contact with other than 14 CONS Government personnel by potential offerors or their employees regarding this project is prohibited.



Multiple awards will be made for this BPA on an individual Department of Air Force basis once the Air Force has evaluated the technical proposals and pricing submitted in response to the solicitation. Examples of the types of Hazardous Fuels and Restoration work that may be included are cutting and removal of sawtimber, non-sawtimber, and/or biomass; mastication, hand cutting and piling; and road maintenance.



The period of performance of the awarded Blanket Purchase Agreements is 5 (five) years from date of agreement with option to extend up to 4 years. This BPA will be the primary means in which future Call Orders issued will include addressing emergency response actions related to discharge of hazardous and nonhazardous materials, including but not limited to various petroleum products, oils and lubricants, cooling fluids, solvents, paint, raw sewage and sewage water, and materials alike. Discharges and releases can be onto or under the ground, into water, into sewer systems, into utility vaults, onto paved surfaces, and into containment areas such as sumps, including the water of the Tennessee-Tombigbee, Buttahatchee Rivers and unnamed tributaries Waterways possibly impacted could include any of the wetlands, riverfront areas, as well as storm water conveyance systems. Facility distance to navigable water is 0 - .25 miles.



Spill Categorizations are as follow:



Level I Department – Fire or chemical release contained in operation area.



Level II – Facility – Fire or chemical release that may affect other departments but does not leave the facility property. Includes incidents that require evacuation of other departments, response by facility teams, OSRO, or environmental or emergency reporting.



Level III – Off Site – Fire or chemical release that leaves facility property or affects the community of the environment. Includes Incidents that require assistance from outside agencies – Off-site impact is possible.



Future Call Orders for specific projects will be emailed to only the vendors awarded under this BPA. As such, it is imperative that all interested individuals have an email account, and that all firms must be actively registered in the System for Award Management (SAM.gov) to be eligible for award under this solicitation. If not actively registered by time of proposal evaluations, vendors will not be given an award until actively registered. Registration in SAM is a free service. If vendor registration is not active at the time of award, such vendors will not be considered.



Procurement Technical Assistance Center (PTAC) offers resources that are available free of charge at www.aptac-us.org/find-a-ptac/ to assist with both SAM registration and proposal development and submission.



The vendor shall maintain a Cage Code in Beta.SAM.gov with their company name for the life of this Blanket Purchase Agreement (BPA).



Each vendor shall maintain Oil Spill Removal Organization (OSRO) certification by the U.S. Coast Guard OSRO Classification Program for the life of the BPA. OSRO means an entity contracted by an owner or operator to provide spill-response equipment and/or manpower in the event of an oil or hazardous substance spill. This certification shall be approved by the U.S. Coast Guard OSRO Classification Program.



Vendors selected shall intent two sessions:




  • Post-award Conference and

  • Emergency Spill Training Exercise (Tentatively October 2023)



Awardees shall notify its intent to terminate the BPA NLT 60 days to 14 CONS by email at willie.common.1@us.af.mil.
